POSITION SUMMARY: This position developments, implements, and provides ongoing administration and evaluation of Elwyn's Affirmative Action Planning (AAP) and Equal Employment Opportunity (EEO) policies and processes and related activities in ensuring Elwyn's continuing tradition of having one of the industry's most diverse workforces in all geographies and communities where Elwyn provides services. This position ensures that access to Elwyn employment, with its rewards and benefits, is made available to qualified candidates in compliance with all applicable federal, state, and local laws, regulations, and executive orders and works in coordination with the activities and efforts of Employee Relations and the Diversity, Equity, and Inclusion initiatives.DUTIES AND RESPONSIBILITIESEnsures compliance of Elwyn's AAP and EEO programs with all applicable federal, state, and local statues, regulations, and executive orders, and coordinates with Employee Relations to ensure compliance with all aspects of the Americans with Disabilities Act and other State and local statutes, ordinances, and regulationsPrepares for and leads Elwyn's response to all Department of Labor (DOL), Office of Federal Contract Compliance Programs (OFCCP) focused desk and on-site reviews of contractor compliance under the Vietnam Era Veterans' Readjustment Assistance Act (VEVRAA), Section 503 of the Rehabilitation Act of 1973, and Executive Order 11246, as well as provides responses for additional information under each, including but not limited to ensuring the completion of position compensation analysis, internal equity compensation benchmarking, and pay transparency practices; develops recommendations and implements corrective action where neededDrives continuous improvement in all applicable enterprise Human Resources strategy and best practices-related legal/regulatory and compliance programs in the areas of AAP and EEO and in coordination with Diversity, Equity, and Inclusion (DEI) initiativesAnalyzes and reports on diversity statistics to requesting payers and administrative agencies including but not limited to EEO-1, Veterans 4212, and other diversity metrics reporting and surveysCollaborates on the development of responses to internal and external surveys reflecting the initiatives and performance of Elwyn in areas related, but not limited to AAP, EEO, and DEIDevelops affirmative action plans and associated reports, plans, and programs for each operational areaDevelops any required state affirmative action plans and submits applications to applicable state or local authorities for receipt of affirmative action certificationBased on plan data analyses, identifies opportunities for AAP enhancements and establishes goals and objectives, including developing, modifying, and maintaining all employment practices, policies, and processes to support regulatory and organizational requirements related to AAP
Presents annual AAP objectives to all levels of service area leadership and reports semi-annually on plan progressProvides guidance and counsel to internal customers and team members on matters related to EEO and affirmative action including but not limited to reports and reviews on a state and local level in these areasDevelops and implements training programs to educate staff, including but not limited to operational leadership, Talent Acquisition, Learning and Staff Development, Human Resources (HR) Business Partners, and HR Operations, about AAP and EEO matters including but not limited to employment practices, policies, and processes to support regulatory and organizational requirements related to AAPCoordinates with the DEI leader in delivering select presentations and education to business leaders in support of diversity, equity, and in lusion effortsPerforms ongoing workforce and demographic analyses aimed at ensuring workplace diversity and total rewards equityEnsures that systems, policies, processes, job qualifications, document and records retention, audit and reporting systems, and development opportunities are aligned with AAP and EEO Programs and are in full compliance with federal, state, and local regulationsAudits facilities to ensure that all required regulatory postings are current and complete; ensures that all facilities are in fact desegrated in both policy and useInterfaces with external policy and membership groups as well as with industry partners to remain current on AAP, EEO policies, regulations, and best practices, as well as performs outreach on behalf of Elwyn in support of EEO practices, as neededMaintains high visibility through AAP development and reviews and participation in DEI initiatives across Elwyn's enterprise-wide services areas, corporate shared service support departments, human resources, and Learning and Staff Development areas to promote AAP and EEO activities and initiativesServes as back up to Employee Relations with data gathering for legal responses to fair employment practices (FEP) agencies including but not limited to EEO Commission (EEOC) and Human Relations Commission (HRC) claims and American's with Disabilities Act (ADA) interactive process activities; facilitating conflict resolution; providing advanced employee relations consultation by coaching managers and employees in problem-solving and decision-making techniques; ensuring fair and consistent employment expectations and practices; and maximizing productivity where individual employee performance gaps exist, as neededPerforms other duties as assignedEDUCATION/SKILLS/EXPERIENCE REQUIREMENTS:Bachelor's degree in human services, business administration, public administration/policy, organizational psychology, prelaw, human resource management, industrial relations, or related field OR, in lieu of bachelor's degree, high school diploma or graduate equivalency diploma (GED) and the equivalent directly-relevant years of work experience in the field of affirmative action planning and equal employment management; master's degree preferredHuman Resources certification (PHR, SPHR, SHRM-CP, SHRM-SCP, CCP) preferredSix (6) years of experience in broad-based human resources functions, including a combination of employee and labor relations, employment compliance, recruiting and selection, compensation, training and development, human resource management systems (HRMS) reportingThree (3) years' experience managing affirmative action planning and EEO programsDemonstrated strong working knowledge of and direct experience in heading focused desk and on-site reviews of contractor compliance under the Vietnam Era Veterans' Readjustment Assistance Act (VEVRAA), Section 503 of the Rehabilitation Act of 1973, and Executive Order 11246 on behalf of employer; developing recommendations for corrective action where neededExperience developing and administering affirmative action plans (AAP), reporting, performing analysis, developing AAP strategies, initiatives, and outreachDemonstrated ability to make formal presentations to diverse groups, including, but not limited to topics in EEO/AAP compliance as well as diversity outreach and inclusionDemonstrated strong working knowledge of corporate policies and procedures, as well as EEO and AAP employment laws, regulations, and Executive OrdersDemonstrated ability to communicate the impact of changes to federal, state and local employment related laws and regulationsNon-profit human service experience highly preferredDemon
