  Purpose of Classification

  The Assistant to the Director of ITS is responsible for the administrative and managerial work in planning, organizing, managing and directing departmental activities, as principal assistant to department director on technical and administrative matters.

  Work is performed under the general supervision of the ITS department director, but the incumbent must exercise considerable initiative, ingenuity and independent judgment. Accomplishments are judged through conferences, written reports and results achieved.

  Essential Functions

  The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. The omission of specific statements of the duties or functions does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  Directs and participates in studies, surveys, projects and collects information on difficult operational and administrative problems having multi-departmental impact and importance; analyzes findings and makes reports and recommendations for practical solutions.

  Work involves responsibility for directing, coordinating and overseeing department activities, such as personnel issues, City Commission agenda issue development, audit issues, research and analysis on special projects, strategic planning, policy development and analysis, inter- and intra-departmental projects, administrative studies, budget preparation and administration, and financial management.

  Work includes a variety of tasks designed to relieve a department director or assistant director of details by conducting studies, reviewing materials, assembling factual information and transmittal and interpretation of management and City Commission actions.

  Projects assigned are generally of high organizational impact and may involve working designated city employees on sensitive issues.

  Follows up on department assignments to determine progress or extent of completion.

  Makes recommendations for improvements and implements corrective measures to ensure compliance and overall organizational security.

  Coordinates the development and delivery of education and training programs on information security and privacy matters for employees and partners.

  Develops and implements an incident response plan and reporting process to address security breaches and responds to alleged violations, security incidents and/or complaints.

  Stays abreast on Federal, State and Local laws, regulations and standards pertaining to the protection of City and employee information and determines their effect on the City in order to be compliant. Evaluates trends, threats, risks, and vulnerabilities and applies tools to mitigate risk as necessary.

  Reviews and assesses for viability the department’s system of internal controls related to policy, process and procedure for all administrative, human resource, purchasing, procurement and budgetary activities and develops, installs and maintains improved procedures, methods and systems.

  Collects, coordinates, prepares and administers the budget for the department.

  Manages the development, implementation and maintenance of enterprise security documents including plans, policies, procedures, standards, baselines, and guidelines.

  Coordinates and manages interdepartmental communications.

  Works with other departments to define role-based access control, segregation of duties, and helps to implement secure business processes; designs, documents, and maintains security control plans, policies, and procedures.

  Conducts continuous assessment of current ITS security practices and systems, identifies areas of improvement, runs security audits and risk assessments, and delivers new security technology approaches and implements next generation solutions.

  Facilitates information security through implementation of a governance program.

  Creates, communicates and implements a risk-based process for vendor risk management.

  May handle personnel issues by participating in the selection, placement, promotion, training, development, appraisal and discipline of departmental personnel.

  Plans, Organizes, coordinates and oversees the department's administrative services activities.

  May provide oversight and management of the department's purchase card program.

  Serves as a special staff person to research, analyze, and prepare special projects that impact the department ad /or organization.

  Works with all City departments to create selection criteria for vendor products, tools, and services related to information privacy and security.

  ADDITIONAL FUNCTIONS

  May attend meetings for the department director.

  May attend City Commission meetings.

  Performs other related duties as required.

  Minimum Qualifications

  Bachelor’s degree from an accredited college or university in business or public administration, finance, accounting, or closely related field;

  Must have four (4) years of professional administrative or management experience that includes finance, accounting, purchasing, human resources, planning, communication, or a related area; or

  An equivalent combination of training and experience;

  Two (2) years of required supervisory experience;

  Must possess (or able to obtain within fourteen (14) days of hire) and maintain a valid Florida driver's license.

  PREFERRED QUALIFICATIONS

  Minimum Qualifications for education and experience must be metbeforeconsideration of the following Preferred Qualifications:

  Master’s degree from an accredited college or university in business or public administration, finance accounting, or closely related field;

  Must have six (6) years of professional administrative or management experience that includes finance, accounting, purchasing, human resources, planning, communication, or a related area; to include One (1) year of supervisory experience.

  Information Technology (IT) experience.

  The ability to clearly communicate Department and City Goals, Policies, Strategic Plans and other key information to employees and peers using multiple communication platforms including e-mail and social media.

  Effectively communicates with supervisor, employees, other departments, contractors, volunteers, sponsors, vendors, outside agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

  Ability to prepare accurate and thorough written records, memos and reports.

  Knowledge of Principles and practices of the City organization and management.

  Extensive knowledge of best practices and principles of information technology, information security, and a distributed enterprise environment.

  Knowledge of administrative management and internal controls.

  Knowledge of effective project management methods and practices.

  Ability to exemplify a high level of personal integrity with the ability to professionally handle confidential matters and show a professional level of judgement and maturity. Ability to exercise high level decision making and discretion regarding sensitive information.

  Ability to lead and motivate cross-functional, interdisciplinary teams to achieve tactical and strategic organizational goals in alignment with the culture, mission, and vision of the organization.

  Ability to plan, organize and train others in a manner conducive to high performance and good morale.

  Ability to analyze current and planned project requirements and to recommend the most cost-effective privacy and security systems.

  Ability to conduct effective research, and to prepare structured procedures, processes, change control, and documentation.

  Knowledge of group dynamics, problem-solving methods, and behavioral and organizational change strategies.

  knowledge of methods and techniques involved in conducting administrative and method studies, including report writing.

  Ability to select, supervise, and lead staff, including planning, organizing, training, evaluating, and coordinating the work multiple assigned areas and working teams.

  Health Insurance

  The City pays the entire premium for an eligible employee. The employee may elect to cover a spouse and/or dependent children by paying the applicable premium for the dependent(s).

  Dental Insurance

  Premiums for eligible employees are paid by the City. Premiums for any covered dependent are paid by the employee with a contribution by the City.

  Vision Care Plan

  Premiums for eligible employees are paid by the City. Premiums for any covered dependent(s) are paid by the employee.

  Life Insurance / Accidental Death and Dismemberment Insurance

  The City provides each eligible employee with term life and accidental death insurance.

  Supplemental Life Insurance / Supplemental AD&D Insurance

  Employees may purchase supplemental term life insurance on an individual-choice basis with premiums based on age. A matching amount of Accidental Death insurance may also be purchased.

  Dependent Life Insurance

  Employees who select supplemental coverage for themselves may also purchase coverage for their spouse and dependent children.

  City Retirement / Pension Plans

  The City has pension plans for general employees, police, and firefighters. Each plan is contributory with both the employee and the City contributing to the program.

  Supplemental Plans

  Supplemental plans provide direct cash payments regardless of any other coverage you may have, and are designed to help fill in any gaps in a medical plan. The employee pays the premiums for these supplemental plans.

  Short and Long Term Disability

  The City provides Short and Long Term Disability insurance to eligible employees. The plan is designed to cover a disability sustained on or off the job.

  Employee Assistance Program (EAP)

  The City contracts with an employee assistance program (EAP) to provide employees and their dependents with free, confidential and professional counseling to help resolve personal or family problems.

  Deferred Compensation Plans (457 Plans)

  The City makes available three deferred compensation plans that the employee may voluntarily contribute to on a tax-deferred basis.

  Vacation

  All full-time employees accrue time toward paid vacation leave. Accrual begins immediately and vacation may be taken after six months of employment.

  Holidays

  The City observes12 paid holidays throughout the year.

  Sick Leave / Family Sick Leave

  Full-time employees accrue one day of sick leave per month. An employee may elect to use up to 5 days per year of accrued sick time for illness in his/her immediate family.

  Tuition Assistance*(Depending on available budget funding)

  The Tuition Assistance Program reimburses eligible employees for successful completion of approved courses leading to Associate, Bachelor and Master degrees.

  Wellness Program

  The City offers many wellness activities and programs throughout the year.

  Prepaid Legal Services and Identity Theft Protection Plan

  Employees may choose to enroll in a prepaid legal service plan and an identity theft protection plan. The employee pays the premiums for these plans.

  CreditUnion

  All City employees may join the Credit Union of Palm Beach County. In addition to savings and checking accounts, the Credit Union offers different types of loans, investment choices and recreational opportunities.

  Section 125 Plan for Health and Dental Premium

  Section 125 of the Internal Revenue code allows you to have your dependent coverage premiums deducted before payroll taxes are withheld resulting in tax savings to you.

  Flexible Spending Accounts

  Employees may participate in flexible spending accounts for reimbursement of medical and/or dependent care expenses.

  Direct Deposit

  Employees may have their bi-weekly paycheck deposited to the financial institution of their choice.
