JOB REQUIREMENTS: Under the direction of the Veterans Home Administrator(Director), the Veterans Home Assistant Administrator (Deputy Director)administers assigned programs within WVHUG. Responsibilities includeensuring regulatory compliance with state, federal, and VeteransAdministration laws, rules, and regulations; providing budgetary andprogrammatic oversight; evaluating program performance; and supervisingstaff to ensure high quality care and services are provided toresidents. In addition, the incumbent develops and maintains effectiveliaison within WDVA and with other state and federal agencies, andinitiates, develops, maintains liaison with, and speaks beforecommunity, statewide, regional, and national organizations concernedwith veterans\' long-term care issues and policies. The Deputy Directoracts as the Administrator-of-Record with complete line authority andresponsibility for WVHUG operations, in absence of or as designated by,the Director. Direct, supervise and evaluate work activities oftechnical, clerical, service, maintenance, and other personnel. Utilizecomputerized record management systems to store and process data, suchas personnel activities and information, and to produce reports. Conductand administer fiscal operations, including accounting, planningbudgets, authorizing expenditures, establishing rates for services, andcoordinating financial reporting. Maintain awareness of advances in dataprocessing technology, government regulations, health insurance changes,and financing options. Establish work schedules and assignments forstaff, according to workload, space, and equipment availability. Director conduct recruitment, hiring, and training of personnel. Maintaincommunication between governing boards and department heads by attendingboard meetings and coordinating interdepartmental functioning. Establishobjectives and evaluative or operational criteria for units managed.Develop and implement organizational policies and procedures for thefacility or medical unit. Review and analyze facility activities anddata to aid planning and risk management and to improve serviceutilization. Prepare activity reports to inform management of the statusand implementation plans of programs, services, and quality initiatives.Consult with community groups to discuss service problems, respond tocommunity needs, enhance public relations, coordinate activities andplans, and promote service programs. Inspect facilities and recommendbuilding or equipment modifications to ensure emergency readiness andcompliance to access, safety, and sanitation regulations. *****OTHER EXPERIENCE AND QUALIFICATIONS: This position requires that theincumbent hold a current Nursing Home Administrator license in the Stateof Wisconsin or be eligible to obtain such a license within 120 days ofappointment.
