We are Servant Leaders: Above all else, we are public servants working to improve opportunities for students and provide support to those who serve them.POSITION OVERVIEW:The Budget and Planning Division in the Office of Finance is hiring for an Assistant Budget Director who is responsible for planning, assigning, assisting, and supervising the Budget Team with the preparation of required state and agency budgetary reports to ensure compliance with the General Appropriations Act and other applicable state and federal statutes. The work includes a variety of agency-wide budgetary projects, processes, and financial reporting. The work also includes coordinating, preparing, reviewing, overseeing, examining, monitoring, and analyzing operating budgets, agency-wide budgetary projects, processes and financial reports, providing technical expertise and assistance to TEA staff, agency, federal and state officials and the Budget Team on budgetary matters. This position also participates in developing, reviewing, and improving budgetary policies and procedures, assists in establishing divisional standards, and recommends actions based on analysis of federal, state and administrative financial data. Team Management - Supervises, assigns, and monitors the work of the Budget Team and ensures completion of tasks within established deadlines; sets performance standards; conducts employee evaluations; trains or coordinates staff development and counsels staff regarding work rule violations.2. Institutes Goals and Objectives - Provides technical expertise in budget development and management, financial reporting, and revenue forecasting; establishes and institutes critical goals and objectives to support agency-wide strategic planning; anticipates and responds to evolving customer needs; develops policies, procedures, and guidelines; ensures accessibility of information; provides training as needed; monitors for compliance.3. Guidance and Direction - Provides guidance and direction of budget activities to staff; oversees budget processes including the time and effort system, federal indirect cost rate, base reconciliation, ABEST/USAS reconciliation, unexpended balances (UB) and lapse processes and other related projects/tasks; oversees management of complex budget data, identifies, develops, and implements process improvements, oversees movement of budgetary funds; tracks sources of funds (SOFs) by Method of Finance (MOF).4. Reporting and Budgetary Processes - Oversees, p epares, reviews, analyzes, makes recommendations, and responds to financial report inquiries such as the Legislative Appropriations Request (LAR), Annual Operating Budget (AOB), Itemized Operating Budget (IOB), fiscal note cost estimates, and other required/non-routine requests by management or external entities; participates in collecting, organizing, analyzing, and preparing ad hoc reports; prepares, oversees, or reviews internal financial reports and processes, including funding availability, cost allocation models, appropriated receipts, earned federal funds, and other funding sources; determines appropriate use of funds, performs analyses, and develops and communicates solutions.Qualifications: MINIMUM QUALIFICATIONS: Education: Graduation from an accredited four-year college or university Experience: At least six (6) years of experience in budget preparation and analysis, budget management, and/or budget development using budgetary systems (ABEST, USAS, and/or CAPPS) in a State of Texas agency with at least three (3) years of supervisory experience. Substitutions: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis.OTHER QUALIFICATIONS: Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military.
