  Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and the Major Range and Test Facilities Base to recruit and appoint qualified candidates to positions in the competitive service. Under this authority, competitive rating/ranking and veteran's preference procedures do not apply. About the Position: This position installs, troubleshoots, repairs, and maintains large systems for air conditioning functions. Responsibilities Perform installation, maintenance, troubleshooting, repair, and calibration of electrical control systems for heating, air conditioning, and refrigerant equipment. Interpret sketches, diagrams, blueprints, electrical schematics, formulas, and programming for a building automation operation system. Plan, design, install, troubleshoot, and repair heating, ventilation, air conditioning and refrigeration equipment and exhaust systems. Perform mechanical repairs to items, such as pumps, compressors, and chillers. Calibrate transmitters, thermostats, and other pneumatic electric controls. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Air Conditioning Equipment Mechanic (Electrician) without more than normal supervision. Must possess the ability to perform common tasks including performing the installation, operation, repair, and maintenance of the refrigeration and air conditioning trade; and installing, troubleshooting, performing preventative maintenance, and repairing heating, ventilation, and air conditioning (HVAC) and Refrigeration equipment and controls. - Failure to meet this Screen out Element will result in an ineligible rating. Physical Efforts: Work assignments will include frequently carrying and setting up parts and equipment that weigh up to 50 pounds. Hoists, holders, and pulleys are operated when removing units such as large compressors, condensers, and chillers. All lifts over 50 pounds will be assisted with a two person lift or using a mechanical handling equipment lifting device. The two person lift limit is 100 pounds and will only be used for single event, non-routine lifts. Make repairs and installations from ladders, scaffolding and platforms where the parts of systems worked on are frequently in hard-to-reach places. Work requires working in tiring and uncomfortable positions, and stooping, stretching, bending, and kneeling for long periods of time. Work Conditions: This position is exposed to injury from moving objects, sharp edge and falling from high places. There is a hazard of electrical shock. Occasionally must work in explosive production areas where there is a danger of fires and explosions; and occasionally is exposed to toxic fumes in production areas and phosgene gas. Face masks and protective clothing may be occasionally worn when there is a possibility of exposure to toxic refrigerants. Works outdoors in all types of weather conditions, indoors, on top of tall buildings, in drafty attic spaces and in cramped areas with low overheads under uncomfortable conditions, such as: temperature extremes, dust, noise, vibrations, grease, poor illumination, poor ventilation, unpleasant odors and dampness. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Functional Community / Career Program (CP) 18 - Engineers and Scientists (Resources and Construction) position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the G Recruitment, Relocation, and Retention Incentives are not authorized. Relocation (Government Home Sale) Expenses are not authorized. This is a Bargaining Unit position AR3135. This position may require overtime work. This position may require you to wear personal protective equipment and/or clothing. This position may require shift work to provide coverage on evenings, weekends, holidays, or special situations. Position may be filled as a term appointment NTE 1 year 1 day, if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of six years.
