POSITION DETAILS
Central Office Human Resources (COHR) at The City University of New York (CUNY), positioned within the University Human Resources Office (UHR), is an integral service-oriented department that provides employee facing HR services to the Chancellery and University employees working in various CUNY administrative offices located across New York City and Albany, NY.
Serving as a Deputy to the Executive Director of HR, the Administrative Executive Officer provides functional expertise and tactical guidance on human capital management and HR information systems related endeavors informing talent management decisions, assessing HR program effectiveness, and delivering optimal services and support to internal and external constituents. The Administrative Executive Officer serves as department liaison between University HR, Payroll, Computing & Information Services, and Finance to enhance the efficiency and effectiveness of business processes, implement proactive audit practices and quality controls, and facilitate automation efforts. The Administrative Executive Officer monitors personnel actions for compliance with CUNY bylaws, contractual agreements, federal, state, and local legislation, and partners with senior management on strategic initiatives, planning, and decision-making.
Key duties include, but will not be limited to, the following:
Manages the data integrity, compliance, and security access processes of the CUNYfirst HRIS system and interrelated Payroll, Finance, and Benefits systems.
Leads data reconciliations, business process audits, departmental analysis, auditing, and reporting to abate errors, eliminate manual or repetitive procedures, and ensure timely compliance with contractual requirements and entitlements.
Oversees the implementation of contractual entitlements for classified civil service and non-teaching instructional staff members.
Manages a team of professional HR staff and provides ongoing guidance for professional development.
Manages regular compliance and training activities mandated by the New York State Committee on Ethics and Lobbying in Government.
Conducts organizational reviews of operational business practices, reports findings, and identifies opportunities for sustained improvement and effectiveness.
Provides consultative guidance, policy interpretation and training to University Management leaders.
Partners with management in various University and campus-based offices to plan and execute HR, HCM and HRIS related strategies and programs.
May lead or participate in special initiatives, projects, committees, or task forces.
NOTE: Until further notice, this position is eligible to work remotely and work on-site in the office.
QUALIFICATIONS
Minimum:
Bachelor's Degree and eight years' related experience required. An advanced degree in an HR related discipline may count for up to 2 years of the required experience.
Preferred:
HRCI or SHRM certification
HR generalist or business partner experience performing and consulting on employee lifecycle elements (classification, compensation, recruitment, retention, performance management, training/development) and related processes for employee and labor relations and engagement programs, operations, and services in a unionized public institution
Demonstrated ability to respond to a wide variety of human resources issues
Excellent management, supervisory, and leadership skills
Detail orientation and accuracy with exceptional critical analysis, research, and evaluation skills
Customer service excellence focus with strong organizational and follow-through skills to develop and execute work plans, prioritize work, manage multiple concurrent assignments, and meet deadlines in a confidential and time-sensitive office
Proactive, flexible, and collaborative work style with strong listening, group facilitation, presentation and cross-cultural interpersonal skills for effective communications and productive relationships with diverse staff and external stakeholders
Proficiency using PeopleSoft HRIS, web/cloud-based administrative and financial programs or databases, Office 365, and virtual meeting and collaboration tools (MS Teams, Zoom, WebEx)
CUNY TITLE OVERVIEW
As a senior staff member in a Campus or University Executive's office, leads unit initiatives, participates in planning and setting priorities, and drives strategic initiatives to ensure their success.
Participates in planning and in setting policies with responsibility for preparing aspects of strategic and operational plans. Participates in developing and executing performance management systems to evaluate progress.
Works with other Campus and University units to oversee complex, high-priority projects, with responsibility for outcomes.
Represents the Executive in Campus or University-wide activities and may act in his/her place when required.
Independently carries out major responsibilities under the Executive's purview, such as monitoring and evaluating unit activities, financial planning and review, serving as chair of key committees, and communications with senior Campus or University management.
May serve as Chief of Staff of a large Executive Office.
Performs related duties as assigned.

The salary range is $119,995 to $132,987 ; commensurate with qualifications, experience, and education.
