SMX is currently seeking an Acquisition Systems Management Analyst . This is a hybrid position based at Redstone Arsenal in Huntsville, AL.
An Army Aviation Project Office is in the process of developing the 2366b documentation supporting the Milestone B transition from the MTA to FAR based acquisition. This position will support the research, drafting and review of the required documentation for a successful Milestone B decision. Following the Milestone B decision, they will continue to support the development of acquisition documents supporting the program. Additionally, they will assist with the standard acquisition reports submitted through PEO AVN to ASA(ALT). The analyst supporting this position requires a firm foundation in Army Acquisition and previous experience supporting milestone decisions.
The Acquisition Systems Management Support Analyst provides analytical expertise needed to ensure that everything in the program is managed effectively. The candidate will provide support to the Program Planning & Controls Division with program management reviews and other technical reviews. Will assist or create briefings, information papers, or reports to Army Senior decision-makers.
Other responsibilities for the Acquisition Systems Management Support Analyst include:
Analyzes program strategies to devise the most efficient methods of operating within the lifecycle framework.
Specifically, assists the PP&C in transitioning from a Middle Tier Acquisition Program to a DoD 5000 series Program of Record within the traditional acquisition pathway.
Tracks specific internal and external driven tasks relating to the documentation necessary for entry into Milestone B following a successful rapid prototyping pathway.
Collates responses / recommendations on tailoring documentation requirements and generates / facilitates regulatory or statutory waiver requests consistent with the Project Manager guidance.
Coordinates with contractor and government action officers, ensuring that acquisition strategies/plans and other statutory/regulatory documentation (writing, editing, cross-walking, and compliance checking), briefings and white papers are executed within schedule constraints to support acquisition decisions at each of the milestones.
Ensures completion of assigned tasks are tracked and executed within schedule constraints that include the preparation of schedules for program strategies, financial analyses such as funding profiles, and variance analysis that support those strategies.
Gathers and organizes information on problems or procedures as required and provides information to internal and external stakeholders as required.
Pro-actively identifies and solves problems that impact the operations management and direction of the program.
Analyzes data gathered, develops information and considers available solutions or alternate methods of proceeding.
Has broad understanding of risk management, and the ability to provide operations risk mitigation recommendations.
Collaborates with senior management, customers, governmental agencies, regulators or vendors.
Required Skills and Experience:
Clearance Required: Secret
Bachelor's degree and 8+ years of experience supporting military or acquisition operations.
Requires broad and comprehensive knowledge in operations across multi-disciplined teams, cross-functional IPTs, and military organizations.
Strong background in DoD 5000 series acquisition requirements.
Strong collaboration skills.
Must be able to telework effectively within the Redstone Arsenal, AL area.
Desired Qualifications:
Previous experience as a Department of the Army Systems Coordinator
Previous experience with Milestone Documentation
Previous experience developing 2366b documentation a plus
5+ years of experience in Army Aviation Acquisition Program Office
DoD ACAT 1 programs experience and knowledge of US Army staffing process and procedure
