About Accounting Technician

  Summary You will serve as an Accounting Technician with the Financial Resource Management services at the VA Puget Sound Healthcare System with either the Seattle or Tacoma, Washington divisions. Responsibilities You will perform a variety of duties in relation to maintaining general ledger and subsidiary accounts in a field station medical center setting. You will receive and classify 1358s and 1358 to increase or decrease change orders on a daily basis, for obligating or adjusting by means of assigning the appropriate purchase order number and transaction codes. You will match receiving reports with the original obligation for partial complete liquidation. You will determine the source of the error and takes the necessary action to correct the error for resubmission to the Austin Finance Center. You will review documents for follow up action on outstanding obligations. You will reconcile accounts on a monthly rotational basis, to ensure validity and accuracy of dollar amounts and accounting data in facility departments and special programs assigned: General post fund accounts, maintaining subsidiary ledgers, and balances with the general ledger accounts. Monthly, reconciles the accrued services payable listing to the hard copies of open certified purchase orders and 1358's Monthly, reconciles the Account Payable, Aging Accounts payable and accounts payable less than $1.01 to verify all open payables for accuracy. ADP and non-expendable equipment account with general ledger control accounts and records. You will Process Agent Cashier replenishments by reviewing all documents and preparing the code sheets for input, by way of IFCAP. You will liaison between vendors and Fiscal Service to resolve and answer questions concerning obligations, payables, and payment inquiries on all types of purchase orders. You will perform other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 8:00 am - 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Remote/Virtual: This position maybe remote eligible for highly qualified candidates. Qualifications To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 02/06/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-03. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.You may qualify based on your experience and/or education s described below: GS-5: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Specialized experience include applying accounting procedures to review information for financial or accounting systems, ensuring the accuracy of documents and completeness, inputting financial or accounting information into accounting systems, or correcting invalid financial or accounting transactions for the funding, allotment, obligations, and disbursements to the various types of accounting transactions. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years above high school, leading to a bachelor's degree. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience as described in A but less than one year, and I have some education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. GS-6: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Specialized experience include, applying specific rules, regulations, or procedures to perform a full range of related accounting, or financial management clerical or technical tasks, to complete standard clerical transactions by reviewing documents for missing information, searching records and files, verifying, and maintaining records of transactions and answering routine procedural questions. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) year of graduate education that is directly related to the duties of the position. As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Specialized experience include, applying accounting principles and practices to provide updated information to management by ensuring the integrity of the general ledger, basic design and operation of the accounting system and various operating programs to validate, monitor, control, and maintain accounting transactions and records to multiple accounts for day-to-day operations, long range planning, and prevention of deficiency spending. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) year of graduate education that is directly related to the duties of the position. As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. You will be rated on the following Competencies for this position: Accounting Attention to Detail Customer Service Problem Solving Reasoning Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: There is pressure to meet mandatory time deadlines for processing daily, monthly, quarterly, and year-end workload requirements and reports. Requires extensive use of personal computer and/or terminal keyboards and monitors. Work Conditions: The work is performed in an office setting with adequate lighting and other facilities with no unusual health hazards and in proximity of other employees and is mostly sedentary. Very little bending, lifting, or stooping is required. The incumbent observes normal safety precautions.
