Hiring Range: $75,000.00 - $89,300.00 annually (salary to be commensurate with qualifications)
This position has an anticipated work schedule of Monday – Friday, 8:00am – 5:00pm, subject to change.
Under FLSA guidelines, this position is exempt.
Manages and oversees the accounting and finance functions of the County Treasurer's office to evaluate, update, and ensure compliance with policies, procedures, and statutory mandates. Works under the supervision of the Treasurer/Chief Deputy Treasurer to determine and accomplish office goals and prioritize and coordinate all departmental activity. Responsible for training and supervising department staff and assists with the interviewing, hiring, evaluation and disciplining of employees. Works both independently and directly with taxing authorities to complete tax statements and collections, mill levies, tax warrants, special assessments, and related processes.
Essential Duties/Responsibilities
Manages the office accounting staff to ensure compliance with current policies, procedures and statutory mandates and changes.
Prepares and implements the office budget.
Evaluates and updates department policies and procedures.
Determines office goals and priorities and works with the Treasurer, Chief Deputy Treasurer and/or Tax Compliance Administrator to coordinate all departmental activity. Meets statutory deadlines and accomplishes team goals.
Participates in senior staff planning meetings.
Trains, supervises, and evaluates accounting department staff.
Works directly with other offices and taxing authorities in the mill levy and annual tax warrant processes.
Participates in fund transfers and investment policy decisions.
Participates in tax statement production, tax collections and related processes.
Oversees requests for proposals and serves on evaluation committees for projects impacting the office.
Manages software updates and conversion projects for the department.
Performs other duties as required.
Qualifications
Knowledge, Skills, and Abilities:
Knowledge of office policies and procedures and state statutes.
Knowledge of governmental and accounting procedures and terms.
Knowledge of Accounting software programs.
Knowledge of GAAP, governmental accounting techniques, auditing, finance principles and practices preferred.
Management skills including resource management and the ability to prioritize, organize, train employees, and effectively resolve problems.
Strong oral communication skills and experience writing technical reports.
Ability to make sound management decisions regarding the office, other county departments and outside parties.
Ability to lead effectively and manage a team with positive results.
Flexibility to manage multiple projects and ability to multi-task effectively.
Proficient with computers, printers, calculators, and other standard office equipment.
Maintain regular and punctual attendance.
Required Education and Experience:
Bachelor's degree in, accounting, finance, business, public administration, or related field.
Any equivalent combination of related education and work experience that satisfy the requirements of the job will be considered.
Preferred Education and Experience:
Additional continuing education credits in the field of accounting, finance, or business.
Five years of progressively responsible related experience in public administration, governmental accounting, or business management.
Experience in a Government Finance office.
Certified Public Accountant or Certified Managerial Accountant.
Pre-Employment Requirements:
Must pass conditional post offer background investigation and drug screen.Work Conditions
Duties are performed in an office environment and may require long periods of sitting. Must be able to safely lift office supplies or reports weighing up to 40 pounds.
