Summary As an Accountant (Staff), you will be responsible for determining the proper accounting treatment for real and personal property financial events in accordance with the governing accounting standards and concepts and to communicate that determination to all stakeholders. Location of position: This is a VIRTUAL position within GSA's Office of the Chief Financial Officer Responsibilities As an Accountant, you will perform the following duties: Conduct periodic analysis of real and personal property accounting events and recommending proper accounting treatment. Responsible for oversight and review of the financial data in systems and procedures related to financial reporting of real and personal property activities. Produce accurate and timely written responses, to inquiries from Congress, Office of Management and Budget (0MB), Treasury, customer agencies, internal GSA organizations and the public, concerning accounting and financial management policies, transactions involving real and personal property. Provide written responses of recommended accounting treatment for real and personal property financial events, that is supported by the governing accounting standards and concepts. Recommend efficiencies around operational processes, system modifications and ways to improve and strengthen internal controls over financial account balances. Utilize and apply knowledge of regulations, of the Government Accountability Office (GAO) and Treasury Department regulations, circulars, and directives, Federal Accounting Standards Advisory Board (FASAB), Financial Accounting Standards Board (FASB) and/or similar accounting advisory boards standards and concepts for real and personal property financial reporting. Research and query financial transactions and data within an accounting and financial management system including related real and personal property subsidiary modules used in support of detail asset account balances and depreciation entries. Report summary information to management, identify risks and errors in that data and recommend necessary corrective actions within established deadlines. Utilize accounting principles to review Energy Savings Performance contracts/transactions to ensure all areas are in compliance with applicable financial reporting standards. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. Basic Requirements: You must have either A or B, or C: Degree in accounting Degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. In addition to the Basic Requirements, you must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is experience analyzing accounting events involving real and personal property and determining the proper accounting treatment in accordance with the generally accepted accounting principles (GMP) established by the Federal Accounting Standards Advisory Board (FASAB) for the federal government, the Financial Accounting Standards Board (FASB) for private industry and/or similar accounting advisory boards. Such accounting events include the following; acquisition of assets, property exchanges, capitalization versus expense of costs, determining substantial completion of construction projects and disposal or sale of assets. Experience must include compiling, manipulating, and presenting large amounts of data in order to provide recommendations on real and personal property accounting events.
