  The Work You Will Do:

  The DEPUTY CLERK is a member of the RA TALLA APPEALS OFFICE in the division of workforce services. They assist claimants and employers by telephone with unemployment hearings and decisions in a timely manner.

  Your Specific Responsibilities:

  REFEREE SUPPORT ACTIVITIES:

  Provides administrative support to referees. Accurately process appeal cases, which includes proof reading/editing referee’s decisions and orders, drafting interoffice communication, correspondence, and other materials as assigned. The Deputy Clerks must timely process referee’s decisions in a manner to meet federal time lapse standards and other pre- and post-hearing procedural requests, such as issuance of subpoenas and motions for continuance.

  The deputy clerk enhances and assists the referee with hearing preparation by organizing evidence, preparing exhibits, and coordinating with witnesses for scheduling or re-scheduling. The Deputy Clerks review documents immediately upon receipt and upload documents to the appeal case folder. The Deputy Clerks properly monitor queues and all cases for disposition.

  Corresponds with and advises parties or representative regarding inquiries about the hearing, decision, and appeal process. This requires a thorough knowledge of the rules of procedure governing the administrative hearing and decision process.

  Is responsible for accurate keyboarding of file records for record output to produce hard copy originals of hearing notices, decisions, orders and other documents necessary for processing an appeal. Prepares copies of relevant documents which are forwarded to the parties prior to the administrative hearings.

  Prepares and distributes decisions and orders of hearing officers certifying and ensuring the accuracy of the mailing date, completeness and that copies are provided to all interested parties of record and to the appropriate agency offices. Is responsible for timely assembling and transmitting case materials in order for the Bureau of Appeals to comply with federal and state laws and regulations. Enters necessary data into the computer for tracking cases under review by the Bureau of Appeals. Timely files orders of the Unemployment Appeals Commission by date and legal issue in the office library.

  Reviews subpoena requests received from parties and may assist with gathering information for referee to properly issue subpoena. Prepares and mails witness subpoenas and subpoena duces tecum in accordance with Bureau policy.

  Prepares weekly docket for hearing officers including verification of time lapse standards, affixation and certification of mailing date, computation and/or verification of time zone inclusions, verification of hearing locations and method of appearance by parties, and specialized instructions to be displayed on the notice of hearing. Advises parties of hearing continuances and if necessary, arranges with parties a substitute hearing date and time.

  Assists with preparation and coordination for Special Deputy cases. Processes and files Final Orders; maintains Final Orders in accordance with Agency retention schedule. Maintains Special Deputy cases in electronic and paper format.

  CUSTOMER SERVICE ACTIVITIES:

  Manages inbound calls for Office of Appeals hotline and conducts outbound phone calls to coordinate with parties and witnesses in a timely manner. Assists customers with questions about Reemployment Assistance Appeals. The deputy clerk collects customer information and analyzes customer needs as well as resolves customer problems by clarifying and working through customer complaints or questions and follows up to ensure resolution.

  Required Knowledge, Skills, and Abilities:

  Excellent interpersonal communication skills.

  Ability to work independently and as part of a team.

  Knowledge of general office procedures and practices.

  Proficient with web applications, software, and other technology.

  Ability to effectively communicate, including verbally and in writing.

  Ability to understand and apply applicable State and Federal rules, regulations, policies, and procedures for problem solving, research and analysis.

  Ability to deal with the public in a tactful and courteous manner.

  Ability to utilize problem-solving techniques and to evaluate legal issues and make sound decisions to resolve complex matters.

  Ability to organize and coordinate work assignments.

  Qualifications:

  As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.

  Duties and responsibilities of this position must be performed at the official work site of the Department.

  Preferred :

  At least 1 year of legal secretary, legal assistant, paralegal, a judicial clerk or clerical work experience with administrative hearings.
