The Work You Will Do:
This position reports to the Manager of IT Operations and is responsible for management of the staff and functions that support Commerce’s cloud and infrastructure platforms, Oracle and SQL databases, Office 365 tenant, system administration, systems and data security, software, configuration management, application administration of IT tools, disaster recovery planning, and in the design, monitoring, integration, administration, configuration, and management of the systems supporting the Department’s business needs. This position supports ongoing operations for various application and system support projects from conception, initiation, requirements, design, development and testing, deployment, and support.

Pay
$85,000 – $95,000 Annually
Your Specific Responsibilities:
“Supervisory employees” are those who spend the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors in accordance with 110.205(20(w), Florida Statutes.
Directs short and long-term planning, research, and activities with broad organizational impact specifically related to database support, server infrastructure systems and associated hardware, operating systems, software and infrastructure environments.
Establishes unit goals and objectives and oversees the development of initiatives and projects in support of the Department’s business needs.
Envisions, plans, and leads projects involving coordination with other technical sections, business area customers and representatives from other agencies.
Reviews or develops project proposals, work estimates and schedules and monitors project progress to ensure that deadlines, standards and cost targets are met.
Ensures the resolution of technical issues related to enterprise server infrastructure, applications, and functions.
Coordinates research, evaluation and implementation of new products or product improvements to meet business needs
Supervises and coordinates the work of the Database and Server infrastructure unit.
Communicates unit priorities, projects, and workload to subordinate personnel.
Coaches, guides and directs staff for continuous improvement in work processes to reduce cost and improve the quality of products and services.
Evaluates unit personnel needs and makes recommendations regarding hiring, terminations, salary decisions, etc.
Develops and communicates work performance expectations to subordinates in order to establish clear standards by which performance can be measured.
Coordinate the development and maintenance of technical standards, procedures and techniques for the guidance of Server infrastructure personnel.
Ensures each associate has adequate performance expectations following Human Resource guidelines.
Ensures each associate’s performance is routinely monitored and evaluations are completed following Human Resource guidelines.
Identifies training needs, develops training plans and monitors training progress of subordinates in order to ensure subordinates are provided with the knowledge and resources needed to accomplish tasks.
Verify stability, interoperability, portability, security, or scalability of system architecture.
Collaborate with engineers or software developers to select appropriate design solutions or ensure the compatibility of system components.
Develop system engineering, software engineering, system integration, or distributed system architectures.
Works collaboratively with the Department’s Information Security Manager to identify and mitigate security risks and issues.
Assists and participates in internal audits/evaluations of IT systems and comprehensive risk analyses to determine the security threats to the data and IT infrastructure of our Department.
Ensures appropriate controls are in-place to provide adequate security for application systems software and data.
Consults with IT Operations Manager, senior management and other internal and external entities in dtermining Server infrastructure and database business direction as it relates to Departmet initiatives.
Collaborates with senior management, state agencies, and business partners to analyze Department needs related to Server infrastructure and Databases. Recommends and initiates implementation of technology solutions that align with Department strategies and objectives.
Serves as liaison between technical and non-technical personnel, determining complex business and technical requirements, resolving problems and conveying information to technical and non-technical personnel.
Ensures cooperative environment between Server infrastructure employees, and other Information Technology Systems and Department employees.
Reviews and approves work products such as technical solutions, analysis and design documents, and other technical documentation.
Performs other duties as required.

Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state and national law enforcement records.
