  Summary This Tribal Liaison reports to the Mesa Verde National Park Superintendent, duty locations include: Mesa Verde National Park (U.S. National Park Service) (nps.gov), Petrified Forest National Park (U.S. National Park Service) (nps.gov), Collections - Chaco Culture National Historical Park (U.S. National Park Service) (nps.gov) Career-Seasonal appointments are permanent positions including the same benefits as Career appointments, but do not provide work on a year-round basis. see Duties section. Responsibilities This is a Career Seasonal position. You will work approximately 11 months, and you will be in a non-pay status for the remainder of the year. AREA INFORMATION/HOUSING INFORMATION: Mesa Verde National Park (CO): Mesa Verde National Park is located in Southwest Colorado. The local towns of Cortez, Mancos, Dolores, and Durango provide a range of housing, dining, and shopping opportunities, and both Durango and Cortez have regional airports. Area residents and visitors enjoy world-class outdoor recreational opportunities including skiing, mountain biking, hiking, rafting, camping, hunting, and fishing in the nearby San Juan Mountains. Mesa Verde and the nearby communities are great places to work and live. Government housing is not available for this position. Salary range for Mesa Verde = $72,553.00 - $94,317.00 Petrified Forest National Park (AZ): Holbrook, the nearest community, is 25 miles from the park. The park provides carpools for 7:00 and 8:00 work start times. Holbrook averages 272 sunny days per year, with reasonable temperatures; average high in the warmest month of July is 95 and coldest average is 21 in December and January. Holbrook has a movie theatre, dog parks, softball leagues, public shooting range, nine-hole golf course, a disc golf course, racquetball courts, a splash pad, a seasonal swimming pool, tennis courts, batting cage, mini golf course, farmers market, county fair, rodeos, historic museum, library, a variety of restaurants, and fitness centers. Home prices are very reasonable. Kindergarten through high school is available, as well as a community college. Within an hour and a half of Holbrook are Flagstaff, AZ; Gallup, NM; and Show Low, AZ. Phoenix is three hours from Holbrook. Government housing may be available in either Holbrook or within the park. Salary range for Petrified Forest NP = $72,553.00 - $94,317.00 Albuquerque, NM (Chaco-Aztec Museum & Archives Facility): Albuquerque is located in the Middle Rio Grande Valley of New Mexico. It has all major services, diverse entertainment opportunities from concerts to escape rooms, and easy access to all types of outdoor recreation. The University of New Mexico is located in central Albuquerque, providing research and educational opportunities. With a population of 564,560 people, the city stretches from the river's flood plain to the flanks of the Sandia Mountains. Just be prepared to answer the state question: red or green! Salary range for Albuquerque = $73,317.00 - $95,310.00 Major Duties for this position include but are not limited to: Serves as a specialist for the Parks in tribal consultation pertaining to all five park units and, in coordination with each Superintendent, leads their teams to build and maintain relationships with their associated Tribes and Pueblos on an informal and formal government-to-government basis. Coordinates Parks' outreach with affiliated Tribes and Pueblos. Fosters respectful, positive relationships to facilitate the consultation process and to cultivate potential partnerships. Communicates with affiliated Tribes and Pueblos, employees, partners, visitors, and others. Incumbent responds effectively to questions, concerns, and issues. Coordinates Native American Graves Protection and Repatriation Act (NAGPRA) compliance requirements, including but not limited to consultation with Tribes and Pueblos regarding potential NAGPRA needs for planned maintenance and resource projects, and inadvertent discovery of ancestors' remains and associated cultural items. Serves as Agreements Technical Representative (ATR) for activities conducted through interagency agreements, cooperative agreements, or other agreement documents. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Complete the initial online assessment Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. If selected, you must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis. You will be required to obtain and maintain Agreements Technical Representative certification within one year of employment. Qualifications All qualifications must be met by the closing date of this announcement-01/31/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-11 grade level, you must possess at least ONE of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience with (1) maintaining liaison with Tribal officials to articulate program policy and ensure appropriate consultation and collaboration in resource management, policy development, project development, and other program activities; (2) interpreting laws, regulations, and procedures related to tribes and their involvement in federal programs or projects; (3) advising land managers to advance resource stewardship and/or tribal concerns; (4) serving on national or state governmental task forces regarding national or state policy recommendations on Native American affairs, and advising external agencies and organizations on such matters; (5) conducting tribal consultations, public meetings, briefings, and other community relations activities; and/or (6)Serving as an advisor for tribally related topics. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy minimum qualification and perform the duties of the position; or 3 academic years of progressively higher-level graduate education, in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy minimum qualifications and perform the duties of the position. You must include transcripts. -OR- Successful completion of a combination of specialized experience as described above and education as described above which total at least one year. For example, 6 months of specialized experience (50% of the experience) and 2 years of graduate study or 36 semester hours (50% of the education requirement) would qualify an applicant for this position. (Only graduate education in excess of the amount required for the next lower grade level may be used - the applicant's first year of graduate study is not qualifying for GS-11 when combining). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional Information A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay. A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another component, bureau or Federal agency and who does not meet the conditions under 5 CFR 575.102 is not eligible for a recruitment incentive. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. Physical Demands: Work is largely in an office setting and sedentary, but will frequently involve travel, field work, or standing, sitting, or walking for long periods of time. Work may range from varied office duties, computer, and business machine use, or lifting up to 35 lbs. of supplies or equipment, or moderate physical activity, short periods of physical labor, as well as hiking, or driving on front country and back country roads at times in challenging environmental conditions and terrain. Work, at times may involve stressful time pressures in meeting the deadlines and accomplishing the workload. Incumbent may be required to drive up to eight hours a day for travel to meet with Tribe, Pueblo, or park representatives. Working Conditions: Work is generally performed in office settings, in temporary and other interim structures, as well as outside in varied field environments and terrains where tribal ceremonies, activities, or NPS field work or other events may take place. Environmental extremes may range from 100+ degrees to below freezing, subject to precipitation, high wind, storms, or other severe weather factors. Incumbent is required to travel with other staff or alone to a variety of locations, including but not limited to tribal, federal, state, and other offices, event facilities, and meeting locations, tribal reservations, as well as colleges and universities - and meet with American Indian, NPS, partner organizations and other contacts. Travel may result in long hours, extended overnight stays, and driving during early morning and late evening hours. A valid state driver's license is required. Weekend work may be required. May work irregular schedules and be required to change shifts with very short notice to address situations and organizational needs. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
