  Flexible Working Arrangements– The flexibility of our system allows agencies to implement flexible working arrangements through the use of alternative work schedules, telecommuting and other flexibilities. These arrangements vary between hiring agencies.

  Professional Development -The Comprehensive Public Training Program (CPTP) is the state-funded training program for state employees. Through CPTP, agencies are offered management development and supervisory training, and general application classes on topics as diverse as writing skills and computer software usage.

  Insurance Coverage –Employees can choose one of several health insurance programs ranging from an HMO to the State’s own Group Benefits Insurance program. The State of Louisiana pays a portion of the cost for group health and life insurance. Dental and vision coverage are also available. More information can be found at www.groupbenefits.org.

  Deferred Compensation –As a supplemental retirement savings plan for employees, the State offers a Deferred Compensation Plan for tax deferred savings.

  Holidays and Leave –State employees receive the following paid holidays each year: New Year’s Day, Martin Luther King, Jr. Day, Mardi Gras, Good Friday, Memorial Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving Day and Christmas Day. Additional holidays may be proclaimed by the Governor. State employees earn sick and annual leave which can be accumulated and saved for future use. Your accrual rate increases as your years of service increase.

  Retirement –The Louisiana State Employees Retirement System (LASERS) is a qualified defined benefit pension and retirement plan under Section 401 (a) of the Internal Revenue Code. LASERS’ provides retirement allowances and other benefits for state officers and employees and their beneficiaries. Additional information on this program can be found atwww.lasersonline.org.

  Qualifications

  Minimum

  A baccalaureate degree in accounting, business, finance, engineering, architecture, construction management, or similar fields plus two (2) years of experience in a similar field.

  Substitutions

  Six years of full time work experience in any field may be substituted for the baccalaureate degree.

  A master's degree may be substituted for two years of the required work experience.

  Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

  A maximum of 120 semester hours can be combined with experience to substitute for the baccalaureate degree.

  30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

  60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

  90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

  120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

  College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years of full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years full-time work experience to substitute for the baccalaureate degree.

  NOTE:Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Association of Colleges and Secondary Schools; the New England Association of Schools and Colleges, Incorporated; the North Central Association of Colleges and Secondary Schools; the Northwest Association of Secondary and Higher Schools; the Southern Association of Colleges and Secondary Schools; the Western Association of Schools and Colleges.

  Additional Information

  Preference may be given to applicants that hold professional certifications (i.e. Professional Engineer, Licensed Architect, Certified Floodplain Manager, and Certified Emergency Manager).

  Preference may be given to applicants who have previously worked with the delivery of Federal grant programs.

  Applicants must have knowledge of applicable laws, rules and regulations related to Hazard Mitigation Assistance (HMA) grant programs.

  Applicants must have a working knowledge of Microsoft Office applications; effective interpersonal and oral/written communication skills; strong analytical skills; the ability to travel frequently and attend out-of-town meetings, which may require overnight travel and overtime. The position may be deployed statewide with short notice. Must be able to work 12-hour shifts and beyond, day or night, for extended periods during emergencies. Must present and maintain a valid Louisiana driver’s license.

  Provides technical assistance to subapplicants and subrecipients on the full spectrum of FEMA HMA programs.

  Provides visibility and develops local knowledge of all mitigation programs.

  Works independently and directly with the local governments, State agencies, and private nonprofit organizations to provide visibility and establish confidence in the disaster assistance programs.

  Assists potential subrecipients with the hazard mitigation grant process and subapplication / project development.

  Expedites the recovery process, resolves problems in the field, and assists with subrecipients receiving reimbursement funds in a timely manner.

  Interprets applicable rules, regulations, and policies and works within internal and external procedures pertaining to FEMA’s HMA programs.

  Seeks resolution to short and long-term problems affecting efficient delivery of the HMA grants. Assists hazard mitigation officials with the presentation of program briefings.

  Benefits for unclassified employees are determined by the individual hiring authority.
