PRIMARY PURPOSE OF POSITION
The Office of the CIO (CIO) is charged with leading the IT transformation and building an organization that ensures the standardization of processes and tools, that enable the effective and efficient delivery of IT solutions to our business partners. IT Business Office within the OCIO plays an instrumental role with driving IT Financial Management and Cost Management model process and continuous improvement while driving governance, standards, and tools across IT. The IT Sr Analyst is primarily responsible for consumption-based billing process governance and modeling (IT Rate x Quantity Billing), SaaS application technical support, and enabling Technology Business Management through architecting complex data modeling. Responsible for ensuring the development of IT Technical Services serving as the basis for the allocation of roughly $200M of infrastructure costs during the annual budgeting process and directs the monthly Rate x Quantity billings. Coordinating with stakeholders to identify reporting needs of Service Portfolio Owners, Budgets Owners, IT Bill Recipients and IT Leadership in accordance with current Technology Business Management (TBM) standards.
*Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies (storm duty rotation).
PRIMARY DUTIES AND ACCOUNTABILITIES
Lead technical services annual and monthly rate times quantity billing modeling and associated process: Manage and develop the complex data modeling within Apptio based on service volume changes or measurement changes. Conduct source system data quality reviews enabling accurate modeling. Technical service design consisting of the development and construction of new, and retirements of no longer available, technologies and services. Ensures Technical Service owners, Accounting and Finance requirements are addressed, and all vested parties aligned. Partner with Enterprise Wide Services, Infrastructure Engineering, and Infrastructure Operations to gain insight into technology changes that impact how services should be recovered. (40%)
Proactive monitoring, management, and adjustment of portfolio investments to maintain enterprise wide visibility into quantity-based drivers of; portfolio financials, overall health, support planning and execution of work, and assisting with with investment decisions based on strategic alignment of portfolio road mapping and business value: Associating infrastructure expenses to applications and application services and end user services to corresponding OpCo. Design standard and adhoc modeling of operational data, enhanced with VBA scripting, to enable transparency of market-based services that alignment with management expectations. Catalogs existing reporting and makes reporting available to customers through SharePoint and manages user experience and navigation in Apptio and BI reports. (30%)
Develop, maintain and support processes to effectively monitor, assess and evaluate performance adherence to technology business management standards: Architect and document data model changes. Provide SaaS Application Technical support ensuring compliance with security and information technology requirements. Data accuracy testing and governance process documentation development. Balanced score card development and key performance indicators for measuring success. Identification of innovation and continuous improvement opportunities consisting of automations and intersystem integrations. (20%)
Support IT Business Office Functional Area responsibilities for IT Financial Management and Cost Management: Create and gain alignment across OCIO and Peer groups for process documentation across core functional areas. Support peer group and community of practice activities as a Subject Matter Expert. Support annual business planning chart of accounts analysis, external benchmark, and identification of IT industry best practices. (5%)

Qualifications
MINIMUM QUALIFICATIONS
Bachelor's degree in a quantitative discipline (e.g. Computer Science, Mathematics, Engineering, Finance or Accounting)
4-7 years of complex data modeling experience.
Advanced Microsoft Excel, Access and PowerBI skills including complex formula development, visual basic and data modeling.
Demonstrated ability to develop multiple solutions to moderately complex problems and recommend the best solution to the business and project team.
Demonstrated simulation development and analyses of operational scenarios.
Basic financial understanding including budgeting, variance analysis and financial statements.
Experience and deep knowledge of foundational business processes.
Demonstrated strategy planning and customer engagement skills and experience leading through change.
Advanced consultative skills, including teamwork, facilitation, and negotiation. Advanced interpersonal skills, communications skills, and presentation skills.
Demonstrated ability to simplify complex metadata scenarios and present information in a way that establishes rapport, persuades others, and gains understanding and approval.
Excellent communications skills and ability to work effectively with all levels of IT, the business, and vendors.
PREFERRED QUALIFICATIONS
MBA or other advanced degree in data analytics.
Experience with Application Portfolio Management tools and/or ServiceNow CMDB configuration.
Experience with Apptio Cost Transparency and Technology Business Management (TBMA or TBMA Elite Certifications).
