  Job Description:

  We are seeking highly-qualified and experienced transportation planning professionals to help steer complex transit and transportation planning initiatives, identify strategic multi-modal transportation needs and opportunities associated with growth and development, and develop leading-edge transportation policies for the city of Toronto.

  Transportation Planning is a section within the City Planning Division that is comprised of specialized planning professionals who combine transportation and land-use planning skills and expertise to provide a number of services, including the following:

  Planning sustainable and interconnected transportation networks to improve people's mobility choices, to create vibrant public spaces and to support economic prosperity, improving the overall quality of life in the City of Toronto.

  Leading and being champions of the transportation vision in the City's Official Plan, including development of leading-edge policies on major transportation initiatives.

  Providing evidence-based transportation planning analysis, supported by research and analysis of travel trends in the City and surrounding regions, as well as best practices.

  Communicating and educating people in a clear and compelling way. We undertake inclusive and transparent engagement and collaboration with stakeholders and the general public and provide an important liaison to all related transportation agencies

  Major Responsibilities:

  Reporting to the Program Manager, Transit Implementation, the Senior Transportation Planner will be responsible for investigating, analyzing and making recommendations on a variety of city-wide and/or area specific transportation planning issues, initiatives and studies and contribute to review and implementation of large, complex development projects, including transit initiatives and Transit Oriented Communities, to help achieve the City's multi-modal transportation planning policy objectives. In addressing these responsibilities, the individual will be required to:

  Conduct transportation planning studies, participate in broader land use and development studies, develop recommendations, and prepare reports.

  Prepare, coordinate, and/or review requests for qualifications/proposals, terms of reference and study designs to support planning, research and policy studies, environmental assessments, and transit initiatives.

  Co-ordinate and oversee work undertaken by consultants on behalf of the City Planning Division to ensure that work is completed on time, within budget, and to City standards.

  Compile and analyse socio-economic, geospatial, transportation modelling and other data associated with transportation planning studies.

  Formulate and recommend transportation policies, provide input to scheduled reviews of the City's Official Plan, and prepare/process Official Plan Amendments.

  Recommend, establish and periodically review policies, standards and guidelines concerning the assessment of transportation impacts of major development proposals.

  Play a leadership role in developing and promoting sustainable multi-modal transportation planning initiatives.

  Represent the City Planning Division at Community Councils, City Council and its Standing Committees, and at public meetings and other public forums concerning proposed transportation plans, programs and initiatives.

  Design, develop and maintain databases to monitor transportation planning issues, trends and policies.

  Maintain an awareness of developments and advancements in the transportation modelling and data collection fields, including information technology and the relationship to transportation planning.

  Design and conduct primary research within the City of Toronto and represent the City on interregional data collection and transportation research initiatives.

  Prepare, coordinate and/or review requests for qualifications/proposals, terms of reference and study designs to support planning, research and policy studies related to transportation and transit projects.

  Represent the City Planning Division on project specific inter-departmental and intergovernmental working groups and technical advisory committees.

  Evaluate the implications of transportation policies and plans proposed by adjacent municipalities and senior levels of government on the City of Toronto.

  Provide information and advice in response to enquiries from elected officials, representatives of Provincial/Federal ministries and other municipalities, other government agencies, consultants, stakeholders and the public.

  Mentor Transportation Planners, Assistant Planners and other staff within the Division by providing guidance and advice on work assignments.

  Maintain positive working relationships with other City Divisions (including Agencies, Boards and Commissions) as well as other levels of government and key stakeholders to foster effective partnerships.

  Carry out specific Transportation Planning tasks as assigned.

  Key Qualifications:

  Your application must describe your qualifications as they relate to:

  Post-secondary education in planning or transportation planning/engineering, or in a professional discipline pertinent to the job function, or the equivalent combination of education and experience.

  Extensive experience working on complex multi-modal transportation planning projects demanding critical judgement and analytical thinking, such as transportation policy development, Transportation Master Plans, Transit Project Assessment Process, Environmental Assessments, Official Plan Amendments, Secondary Plans and Corridor Studies.

  Extensive experience performing research and technical analysis to support policy development and review of complex planning and development projects, including reviewing and providing comments on plans and technical drawings.

  Extensive experience managing multi-modal transportation planning projects, including the development of work plans and budgets, and documents to procure and manage consultant services, such as requests for qualifications (RFQ) and proposals (RFP).

  Extensive experience assisting with the implementation of public engagement programs for multi-modal transportation studies.

  You must also have:

  Advanced knowledge of the Planning Act, the City's Official Plan, the Municipal Class Environmental Assessment Process, the Transit Project Assessment Process, the Development Review Process, Provincial Policies and Legislation related to land use planning, transportation planning, as well as current regulations and evolving trends in the City.

  Knowledge of research methodologies and long-range policy formulation.

  Conflict management skills to resolve issues in complex and multi-stakeholder situations.

  Highly developed presentation, communication and interpersonal skills, to effectively communicate and interact with all levels of the organization, elected officials, the media and the public.

  Superior political acuity, consultation and negotiating skills to deal with the community, developers, other City divisions, and public and private agencies.

  Excellent project management skills, as well as the ability to develop a work plan, prioritize, and complete multiple project assignments.

  Accountability, innovation, adaptability and change management skills.

  Proficiency in a variety of computer software (e.g. Word, Excel, PowerPoint, web-based applications).

  Knowledge of other software packages (e.g. Synchro, Sim Traffic, Aimsun Next, Emme, GIS applications, etc.) relevant to supporting the Division's core requirements.

  Knowledge of the Accessibility for Ontarians with Disabilities Act (AODA), the Occupational Health and Safety Act (OHSA) and all relevant regulations that apply to the job duties.
