Rincon Consultants, Inc. is seeking a Senior Environmental Compliance Manager to join our organization! This position will work directly with Principal, Director and Senior leadership to execute environmental compliance projects for Rincon’s strategically important clients throughout California. Primary duties will include overseeing permit and regulatory compliance during large-scale construction projects, managing field monitors and survey crews, client and agency coordination, and project management. The ideal candidate is a strong task leader capable of confidently leading complex environmental compliance projects. This position offers the selected individual the ability to apply their technical, project management, and business development experience to a diverse range of projects and clients across California, as well as professional development opportunities within an established and growing consulting organization.
Overview of Key Duties and Responsibilities:
Overseeing implementation of complex environmental compliance projects with stringent permit requirements, specifically related to biological, cultural, and water resources (e.g., California Environmental Quality Act, National Environmental Policy Act, Clean Water Act, Endangered Species Act, National Pollution Discharge Elimination System, Coastal Act, others)
Providing oversight and management of environmental compliance on transmission, distribution, and other infrastructure projects for California utility, renewable, transportation, and water infrastructure clients, including coordination with developers, construction contractors and responsible regulatory agencies
Establishment of internal environmental compliance standards, including contract-specific compliance programs, safety, technical field teams, reporting, and communication protocols
Managing and completing moderate to large-sized environmental projects ($1M - $10M+) in a largely unsupervised manner
Coordinating and tracking of assignments, scopes, schedules, and deliverables within parameters of job timeframes and budgets
Serving as Rincon’s primary project point of contact for the client, contractors, and regulatory agencies
Technical direction to staff and subcontractors
Performing various business development functions, focused on leading proposal preparation and assisting in company outreach/marketing and business development efforts within area of specialization
Development of cost and schedule estimates
Supporting business operations including contract management, recruiting, and staff development
This Job Might Be For You If You Have The Following:
A minimum of 6+ years of progressive and successful environmental consulting experience in the following three areas (Technical Work, Project Management, and Business Development)
BS or MS in Biology, Environmental Science, or equivalent from an accredited university or college
Demonstrated experience with:
Regulatory compliance oversight and monitoring
Resource assessments (CEQA/NEPA)
Regulatory permitting and compliance
Restoration planning, habitat management, mitigation monitoring
Large-scale utility/energy/transportation/water projects
Experience with fostering positive relationships with staff, clients, contractors, agencies, and subconsultants
Success mentoring and supervising employees
A solutions-oriented/risk management frame of mind
Excellent organizational, schedule, and budget management skills
Strong verbal, interpersonal, and written communication skills

The base salary range for this full-time position is $110,000-$150,000, plus benefits and bonus. At Rincon, our salary ranges are based on market median of similar jobs, according to third party salary benchmark surveys. The base pay that is actually offered will take into account internal equity and also may vary depending on the candidate’s job-related knowledge, skills, and experience.
