  Overview

  Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site’s Cold War legacy.   Responsibilities

  The S&S Specialist II is responsible to assist in the development of security plans and Protective Force (PF) orders, ensuring they are developed in accordance with DOE Order requirements which include security incident response plans, active assailant/workplace violence plan, protest/demonstrator plan, project execution plans, PF station orders that provide for the protection of DOE special nuclear material in storage/transit, classified material, government property, and personnel of national security interest at the Nevada National Security Sites. In this position the Spec II will assist the Security Planning and Operations team in the establishment of Security Areas, implementation of the Lock and Key Program, and project planning.

  Key Responsibilities

  Responsible for safeguarding personnel, information, property, assets, and/or material from theft, loss, misuse, fraud, disclosure, espionage, or sabotage.

  May implement security program policy to meet localized requirements.

  Participate in planning to evaluate the need for security requirements and recommends equipment, methods, procedures, and systems.

  Present classes on security topics.

  Monitor the operating effectiveness of internal security programs by administering a system for reporting violations and recommends corrective actions.

  Assist in facility inspections, evaluates findings, and develops recommendations for change.

  Participate in surveys and analyses to identify vulnerabilities.

  Monitor policies, instructions, procedures, control systems, and methods for personnel access controls, physical storage and control, and security education.

  Participate in surveys and analyses of operational functions.

  Assist in the development, coordination, and implementation of facility security and project specific security plans.

  Perform security incident response actions and conducts inquires.

  Perform Personnel Security, Human Reliability Program, and Unclassified Foreign Visit & Assignment actions.

  Perform Facility Security Officer duties.

  Perform other duties assigned by Management.

  Qualifications

  Bachelor’s degree in a field related to the position or equivalent training and experience plus two years of related progressive experience.

  Able to apply knowledge of principles, concepts and theory related to the position to address issues and to define and resolve problems.

  Able to apply knowledge and experience to resolve problems and accomplish goals where established procedures may not be specific.

  Able to exercise discretion and sound judgment in performing work and contribute recommendations for improving operations/processes.

  Must be highly organized and able to develop specific goals and plans to prioritize, organize, accomplish work, and meet required deadlines.

  Must possess excellent interpersonal skills and ability to deal with all type of people in a tactful, professional, and effective manner while screening and maintaining confidentiality.

  Able to remember extensive policies, procedures, terminology, schedules, personnel, and other details.

  Able to use software applications needed in the position, including word processing, spreadsheet, presentation, database, etc. and general office equipment.

  Able to deal with pressure of handling multiple tasks, complaints, frequent interruptions, and time constraints.

  The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).

  Work schedule will be 4/10s Monday through Thursday (subject to change).

  Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

  Must possess a valid driver’s license.

  MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

  Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.   Annual salary range for this position is:$62,358.40 - $93,537.60.

  Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
