About Resident Engineer (Civil Engineer III)

  The Civil Engineer Ill position will act as a Resident Engineer on Interstate Maintenance Resurfacing or similar type contracts such as multi-lane highway projects, including earthwork, drainage, bridge construction or reconstruction, waterworks, electrical or environmental work. Incumbents of positions in this series prepare or review plans, designs, specifications and cost estimates for engineering projects; prepare and/or review reports, studies and analytical data; perform calculations relating to engineering problems; perform engineering surveys; inspect construction and/or maintenance work; and perform professional engineering duties in such areas as highways, bridges, buildings and facilities all in accordance with sound engineering principles, applicable laws, regulations and standards. Duties and Responsibilities: * Supervise the activities of contractors and sub-contractors to ensure compliance of contract specifications. * Act as resident engineer on construction projects, such as interstate or multi-lane highway projects, including earthwork, drainage, bridge construction or reconstruction, waterworks, electrical or environmental operations. * Plan and assign work to subordinates based upon operational need and capabilities of the personnel assigned. * Perform testing, inspection, and sampling of construction related materials. Calculate bi-weekly payment estimates on the Site Application Module software. * Calculate monthly cost projections and review fiscal year funding. * Review and track force account agreements for public and private utilities working on construction sites. * Prepare and maintain records of daily construction activities, completed work, project correspondence, record drawings and closeout documentation required for the project. * Resolve construction/design issues as they arise and determine the best course of action. * Coordinate with contractors, consultants, government officials, municipal agencies, utilities and the general public to resolve problems in a timely manner. * Interact with abutters on concerns and issues. * Ensure compliance of all safety measures within the construction zone. * Demonstrate skill in resolving construction related problems. * Review construction schedule monthly and approve or adjust activities dates and durations. This position is eligible for a five thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired to the Unit E collective bargaining unit at MassDOT. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee’s first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period. Only candidates external to the Massachusetts Department of Transportation are eligible for the sign-on bonus. Minimum Entrance Requirements: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major in civil engineering* or civil engineering technology* may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in civil engineering* or civil engineering technology, may be substituted for a maximum of two years of the required (A) experience. III. A Graduate degree with a major in civil engineering, may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines such as construction, survey, design, transportation, hydraulics, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. SPECIAL REQUIREMENT: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
