Summary Statement
The Public Safety Division provides legal support to the Police and Fire Departments . It also oversees all of the litigation for the city, from collections and evictions to state and federal matters . It also facilitates labor negotiations between the city health care trusts and collective labor agreements.
The Public Safety Division Senior Manager manages the operational workflow of the public safety division of the City Attorney's office. Provides legal services and counsel to elected officials, department heads, and staff on legal issues of significant complexity, sensitivity, and potential risks and consequences for the city. Under general policy direction, serves as a principal legal advisor to the Boise Police and Fire Departments. This position works under administrative direction.
This position is designated as At-Will.
Essential Functions
Supervises the work of professional, management, technical, and/or other employees of a clearly delineated division or exercises independent authority over a critical function with citywide impact directly or through subordinate supervisors to ensure adequate resources are available for staff to perform their duties; ensures that assigned operations and activities comply with organization goals and objectives; and directs actions and results of major processes and programs and maintains controlling budget authority.
Manages or directly delivers civil legal advice to Police and Fire Departments.
Manages the on-call police pager team.
Manages and develops training materials for the Police Department.
Manages the day-to-day operations of the public safety division, including approving time sheets and leave requests, handling personnel issues, and responding to questions about internal policies and procedures.
Manages in-house legal education programs.
Prepares or supervises the preparation of municipal ordinances, including legal research and stakeholder outreach.
Supervisory Responsibilities:

Requirements
Required Knowledge, Experience, And Training
Juris Doctorate degree from an accredited law school and five years of experience in the practice of law, including three years of experience advising law enforcement with a minimum of two years of experience managing both professional and support staff positions.
Knowledge of:
principles and practices of civil and administrative law, especially as they relate to municipal governments
public safety-related legal issues and the criminal process including complaints to trial and appeal
state and federal court procedures and rules of evidence; interview techniques and methods
strategies for case preparation
pleadings and effective practices and techniques in the presentation of court cases
principles, methods, and techniques of legal research and investigation
principles and practices of legal communication
basic methods and practices of law office management
management and supervision principles and practices
applicable personnel or employment laws.
Ability to:
define and analyze complex legal issues and problems
research and organize facts
perform legal risk-benefit analyses, evaluate alternatives, and develop sound conclusions and recommendations
present statements of fact, law, and argument clearly, logically, and persuasively
exercise sound, independent judgment within general policy guidelines and legal parameters
interpret and explain state and federal laws, regulations, legislation, and constitutional provisions affecting city operations
develop a sound litigation strategy and represent the city effectively in hearings, courts of law, and meetings

perform the full range of supervisory duties, including recruiting, hiring, performance reviews, disciplinary actions, and terminations
communicate effectively in the English Language at a level necessary for efficient job performance

Individuals must be capable of operating vehicles safely and have an acceptable driving record.
Preferred Knowledge, Experience, And Training
Ten years of experience in the practice of law; five years of criminal trial experience; three years of experience managing both professional and support staff positions; and three years practicing with any local, state or federal agency.
Licensing And Other Requirements
Must be a licensed and active member in good standing with the Idaho State Bar, or a licensed and active member of a state bar that has reciprocity with the Idaho State Bar . Valid state-issued driver's license.Special Requirements
