JOB DESCRIPTION
Under the supervision of the Division Director, plan, propose and execute effective outreach and marketing to current and potential Single Family lenders, business partners, non-profit agencies, real estate firms, boards and the public; provide supervision of subordinate staff; assign, review, and establish performance goals; work with the Agency’s Marketing Division and other State information officers to solicit lenders to participate in HMFA Single Family programs; manage the training of new lenders on HMFA guidelines and procedures; assist with communications by researching and writing external and internal documents explaining and/or promoting Single Family programs and products. Assist Division Director with implementation of new products, including relationships with Fannie Mae and Freddie Mac. Perform related duties as required.
Manage the promotion and marketing of Single Family programs. Perform tasks necessary based on Divisional goals to achieve the objectives of the Single Family program promotion and business development.
Provide supervision of subordinate staff; assign, review, and establish performance goals. Instruct subordinates in the performance of their work to ensure compliance with HMFA policies and procedures and provide feedback; conduct staff training where required. Review work for completeness, accuracy and compliance.
Assist in the creation, development and implementation of new programs; research issues, monitor responses, prepare correspondence, participate in outreach and make recommendations. Ensure that program implementations comply with HMFA guidelines, program rules and funding source requirements.
Oversee and conduct training for lenders on HMFA guidelines and procedures, set training agenda and maintain daily contact with all participating lenders.
Under direction of the Division Director, design and implement effective outreach strategies designed to increase participation in programs and promote program initiatives. Collaborate with other State information officers to solicit lenders and municipalities to participate in Agency programs.
Maintain community information partnerships throughout the state to inform Lenders, municipalities, non-profit agencies, faith-based groups, employers, trade and industry groups and the public at large about HMFA programs and opportunities.
Coordinate outreach activities by making public presentations at housing and other related events and conferences.
Propose effective affirmative marketing strategies for the Housing Affordability Services (HAS) unit; implement as directed by Division Director.
Represent the Division at meetings within the Agency and with outside parties and report the progress of major concerns.
Under the guidance of the Division Director, design and implement housing policy, programs and special initiatives.
Review and analyze existing housing marketing and outreach strategies to determine what revisions, if any, are needed to ensure program promotion.
Perform related duties as required.
MINIMUM REQUIREMENTS
EDUCATION/EXPERIENCE:
Education and Experience Requirements
Four (4) years college degree; five (5) years of relationship management or related sales experience; five (5) years of supervisory experience; or an equivalent combination of both education and experience that meets the required knowledge, skills and abilities.

Working Conditions
General Office Environment. Up to 30% travel is required to attend meetings away from the office. Travel will be in NJ, plus occasional regional or national conferences.
Certificates & Licenses Required
A valid driver's license in the state in which the person resides is required only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
SKILLS:
-Thorough knowledge of the principles and practices of mortgage banking and the underwriting of mortgage loans. - Knowledge of Single Family programs, including First Time homebuyer, Down Payment Assistance programs, Homeward Bound, or general mortgage industry product knowledge. - Knowledge of FHA rules, file management, loan servicing, funding procedures and consumer lender and public outreach. - Ability to execute changes in a highly regulated environment. - Ability to provide timely and accurate information to HMFA senior management. - Ability to plan, organize and supervise the work performance of others. - Ability to effectively plan, develop, and implement comprehensive administrative programs. - Ability to communicate effectively, orally, in writing, and actively listen. - Ability to simultaneously accomplish multiple assignments. - Ability to interact tactfully and diplomatically with HMFA, external lending partners, State and Federal officials, professional/technical groups and the general public. - Ability to maintain a positive work atmosphere in an appropriate manner of behavior which ensures cooperation and effective communication with customers, clients, peers and management.
