Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree with twelve semester hours in any combination of GIS or GIS-related courses such as remote sensing, cartography, spatial analysis, mapping science, civil surveying, photogrammetry, CADD (computer aided drafting and design) mapping, aerial photo interpretation, physical geography, web mapping, and/or computer science courses related to geographic information systems.
SUBSTITUTIONS:
Six months of experience (including college undergraduate student work) in digital mapping technology such as GIS, computer cartography, civil CADD, or digital cadastral mapping will substitute for the required twelve semester hours of specialized course work only.
Two years of experience (including college undergraduate student work) in digital mapping technology such as GIS, computer cartography, civil CADD, or digital cadastral mapping will substitute for the required degree and the twelve semester hours of specialized course work.
NOTE:
Civil CADD (Computer Aided Drafting and Design) is digital survey mapping for Civil Engineering functions.
NOTE:
Any college hours or degree must be from an accredited college or university.

JOB DISTINCTIONS:
Differs from GIS Analyst 2 by the absence of independent GIS analysis work of moderate complexity.
Examples of Work
The GIS Analyst position duties varies greatly depending on years of experience and knowledge base. Generally, as the GIS Analyst gains years of experience, more complex tasks are assigned to the resource. A GIS Analyst is expected to perform data entry, follow analysis methodologies, quality analysis/quality control of data, adhere database standards and policies, support GIS initiatives and tasks within projects, research, innovate and develop solutions which maybe; data, digital or paper map products, web application.
While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.
40% Provides technical support for all GIS technologies. Supports system administrative tasks such as creation of Enterprise Geodatabases, creation and assigning roles and permissions, standing up database and web servers. Assisting in the design and development of these systems. Assists with the implementation, maintenance, and modification of GIS software and/or related products. Consults with higher level staff on improvements to Intranet and Internet Web services with regard to GIS application deployment. Disseminates GIS data through GIS web services. Works with GIS workflows, including scripts to support end-user requirements. Reviews content for training activities, including classes, workshops, webcasts, and special presentations. Participates in meetings with end-users, administrators, technical support personnel, and the OTS Program Management Office to develop and plan innovative GIS projects. Reviews the selection of vendor-supplied GIS software packages; provides specifications for modifications and customization of existing GIS software and services to meet user needs. Assists with ensuring software versions are updated and current. This includes active participation with software user groups and software providers. Edits, manages the State of Louisiana LRS, two LRMs and various events in Roads & Highways. Supports or assists other DOTD staff with the editing and maintenance of event data relevant to their business unit. Creates and maintains Event Editor Web Applications that provide other business units with the ability to edit and manage event data within Roads & Highways.
30% Supports transportation GIS spatial analysis tasks, including execution of project deliverables and GIS unit assignments. Assures quality and timely completion of GIS tasks to meet the needs of DOTD GIS users. Performs remote sensing/image processing tasks using LiDAR, aerial photography, satellite imagery, etc. Performs the entry and verification of transportation GIS data by using automated scripts and manual heads-up digitizing, GPS coordinate entry, and extraction of data from computer aided drafting and design (CADD) digital mapping for input into DOTD’s GIS
10% Produces and maintains GIS feature metadata, which is technical data about all GIS data sets. The metadata is required to inform recipients of the history of GIS data. Uses analytical skills to resolve GIS hardware, software, network connectivity and data problems. Performs tasks using computer programming for different types of transportation software and solutions. Routine editing and management of transportation GIS databases. Produces digital or photographic slides displaying maps, GIS statistics and transportation modeling results for presentations. Designs and consults on filing conventions, libraries and standard database management to insure standard GIS operation.
10% Provides input on GIS tasks during planning meetings with project requestors and other personnel. Executes GIS and remote sensing tasks including utilization of analytical techniques requiring technical and scientific knowledge at the direction and supervision of higher level staff. Participates in occasional GIS fieldwork, aerial photo interpretation and remote sensing image classification that require advanced skills in map reading and aerial photo and satellite imagery interpretation. Creation or development of GIS data from GPS location data. Assists GIS users, GIS personnel, and GIS consultants to perform their contractual tasks when so directed by the GIS Manager.
5% Assist with transportation and GIS personnel in converting GIS spatial data to various GIS software formats, projections and scales, and verifies the converted data to assure positional accuracy and the transfer of attribute data. At direction of the DOTD Communications Director, develops and recommends website information for public dissemination to deliver transportation GIS data to federal, state, and local agencies, and public and private businesses in the form of web maps and web services. As a DOTD representative, attends GIS conferences, seminars, workshops and classes to improve technical abilities as permitted.
5% May be required to perform other duties as necessary including, but not limited to, serving as a subject matter expert/liaison between DOTD GIS and the members of the DOTD Emergency Operations ESF-1 & ESF-3 support activities.
