  The Freight Supervisor, reports to the Transportation Manager and responsible for the day-to-day freight operations. The Freight Supervisor supervises the material movement shipments, rail yard operations, Container Yard, terminal warehouse operations of the division and ensures compliance with applicable regulations. Performs supervisory oversight of all freight movement, including truckload, less than truck load and small packages, being shipped out of Ft. Moore and offsite locations in support of military exercises, deployments and other missions.

  Responsibilities

  Major Responsibilities:

  Provide freight services to include the operation of a Freight Shipping Point and all administrative and managerial responsibilities associated with the process of inbound and outbound freight shipments, unit moves, and shipping of hazardous and sensitive materials. Process and document freight for shipment and prepare CBLs. Coordinates with the customer to obtain the information necessary to properly complete the shipping documents IAW with Freight Traffic Rules, Pub. No. 10, DOD 4500.9-R Part II, and other applicable regulations.

  Plans, develops, and implements internal procedures, methods, and techniques for determining the appropriate mode of transportation of freight as related to the organization's responsibilities and requirements.

  Administers, participates in, and monitors the performance of all subordinates involved in the procurement of common carrier and other transportation services by rail, motor, air and miscellaneous means for domestic and foreign movement of freight.

  Has responsibility for issuing and accomplishing commercial bills of lading, securing SDDC routings and referring planned volume shipments to SDDC for routings and referring planned volume moves to SDDC for rate negotiations on shipments that exceed 10,000 lbs. Initiating and preparing tracer actions and report of surveys on over/short and/or damaged Government freight, maintenance of registers and files, compilation of statistical data for feeder reports, composing correspondence, reconciling demurrage claims and directing and re-assigning freight.

  Is responsible for researching requests for shipments such as HAZMAT, sensitive items, chemicals, oversized cargo, and security items in accordance with existing laws and regulations. Ensure that special shipping requirements are authorized and equipment (e.g. trucks and rail cars) needed to effect shipment is ordered and inspected upon arrival to ensure carrier equipment complies with Department of Transportation (DOT) standards and with 49 CFR. Ensures compliance with ICC laws and regulations, render technical assistance on material movements based on a technical knowledge of commercial classifications guides, tariffs, demurrage rules, equipment registers and carrier rating directories.

  Manage and operate the Freight Shipping Point that serves as the inter/intra-Installation distribution hub for all freight and equipment shipments to, from, and within the assigned AR 5-9 AOR and maintain accountability for all freight and shipments at all times.

  Is responsible for the preparation of the DFAS Form 1034 for each applicable invoice billing and submit to appropriate DFAS. All other CBL billing shall be accomplished using SYNCADA.

  Is authorized final decisions in certifying demurrage bills and other documents for payment of transportation services and contracts on service purchase orders.

  Obtains certification for expenditure of Government funds prior to making shipment IAW Government Contract.

  Manages timecard approval processing to ensure accuracy.

  Material & Equipment Directly Used:

  Computers, Microsoft software products, and equipment unique to the department.

  Physical Requirements:

  Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

  Working Conditions:

  The worker is subject to both environmental conditions. Activities occur inside and outside.

  The worker is subject to outside environmental conditions. No effective protection from the weather.

  The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard above ambient noise level.

  Qualifications

  Minimum Qualifications:

  Education/Certifications:

  Bachelors Degree preferred, High School Diploma required.

  Must be able to pass Ammo-62 Technical Transportation of Hazardous Materials course.

  Must have valid state driver's license, with no restrictions.

  Must be able to obtain and maintain a common access card (CAC)

  Experience:

  Must be knowledgeable on SYNCADA software.

  3-5 years Supervisory experience with DoD contracts preferred

  3-5 years supervisory experience in materiel movement shipments.

  1 year Supervisory experience in transportation

  Strong documented leadership experience required.

  Skills :

  Strong documented leadership experience.

  Effective organizational, analytical, written and verbal communication skills.

  Customer service experience is required.

  Must be able to troubleshoot and problem solve under pressure.

  Must have a comprehensive knowledge of governing regulations, policies, procedures and instructions in personal property inbound and outbound.

  Must have a comprehensive knowledge of all installed product software at the use/operator level and automated data processing policies and procedures as they pertain to assigned equipment, both LIS and installation desktop computers which will allow the contractor to solve and/or contact appropriate technical support to resolve any problem associated with these systems.

  Must have the ability to provide information and reports, resolve issues and recommend actions to improve delivery of services to the customers.

  Must have skills in verbal and written communications to conduct meetings, execute plans, and prepare reports, plans, and working instructions.

  Visual Acuity:

  The worker is required to have visual acuity to perform an activity such as: operates machines, such as lathes, drill presses, power saws, and mills where the seeing job is at or within arm's reach; performs mechanical or skilled trades tasks of a non-repetitive nature, such as carpenter, technicians, service people, plumbers, painters, mechanics, etc.
