Nature of Work
The Emergency Management Director is a key member of the Administration Team, a member of the Public Safety Impact Team, and is responsible for developing, managing, coordinating and integrating the City's emergency and contingency planning efforts, including development and implementation of the City’s:
Emergency Operations Plan (EOP) and associated annexes;
All-Hazard Mitigation Plan (AHMP);
Continuity of Operations Plan (COOP); and
Other responsibilities include ensuring compliance with federal, state, and local emergency management mandates, program requirements, and grant programs; developing and managing emergency management training; building partnerships and promoting corporate, family, and personal disaster preparedness; and seeking solutions to community challenges that do not rise to the level of a disaster. (i.e. large events, major employment sectors, and vulnerable populations).
Distinguishing Characteristics
The Emergency Management Director exercises, manages, influences and supervises other City teammates from a variety of departments, including Police and Fire, and community agencies in accomplishing the mission of preparing the City of Rochester for disasters. This position is also subject to 24 hour on-call in the event of an emergency and irregular work hours may be required.

DUTIES AND RESPONSIBILITIES
*Conduct emergency preparedness, response, and recovery operations that are consistent with local ordinance and Minnesota State Statute.
Develop and supervise a system that supports Unified Command.
Determine and publish Emergency Operations Center (EOC) notification, staffing, and training requirements.
Manage the Emergency Operation Center during activations, including serving as a liaison with State of Minnesota, Olmsted County, Mayo Clinic and other appropriate stakeholders.
Serve as City liaison to the SE MN Region 1 Emergency Management Joint Powers Board.
Coordinate public alerting in an emergency and serve as the primary point-of-contact for the Integrated Public Alert and Warning System (IPAWS) Collaborative Operating Agreement (COG).
Develop, conduct, and evaluate exercises and training on emergency management program plans.
*Coordinate, manage and develop the City of Rochester Emergency Operations Plan by working with other city departments, other governmental and non-governmental organizations (NGO), private companies, and individuals.
Assist and cooperate with other agencies and people with disaster mitigation and the City Emergency Operations Plan.
Manage computerized data bases of disaster resources at the Federal, State, and local level and determine access to this system for other governmental agencies.
Develop a strategic approach to emergency management for the City by working closely with the City Administrator, Public Safety Impact Team, Department Heads, and other assigned Deputy Directors, private industry, City Council, and Mayor, as needed.
*Develop and coordinate the delivery of public education programs aimed toward individuals, family, and community preparedness. Inform the public of emergency operations and protective actions to reduce the impact of disasters on themselves and the community.
Prepare analyses, position papers, and recommendations for program development and implementation.
Develop base-line budget estimates for funding of related equipment, plans, procedure, and other resources related to Office of Emergency Management functions.
Assist in the research, preparation, coordination, and maintenance of available grants related to emergency services, terrorism, and domestic preparedness.
*Collaborate and provide leadership to a wide range of community partners seeking solutions to community challenges that do not rise to the level of a disaster. (I.e. large events, major employment sectors, and vulnerable populations).
Participate in/on various community groups and committees to build and foster relationships throughout the community that will be instrumental in understanding and effecting change in the community.
Advance equitable resilience through the development of partnerships and ensuring diverse perspectives are engaged in all facets for emergency management.
Perform other duties as assigned or necessary.
*ESSENTIAL FUNCTIONS
MINIMUM QUALIFICATIONS
Education and Experience
A Bachelor's degree in Emergency Management, Public Safety, Public Administration, Homeland Security or closely related field, from an accredited four-year college or university, AND 5 years of experience in emergency management (or equivalent).
Licenses and/or Certifications
A valid driver's license*
State of Minnesota Basic Emergency Management certification with the State of MN Homeland Security Division within two year of hire as a condition of continued employment. Certified Emergency Manager (CEM) within three years of hire as a condition of continued employment.
*An employee’s personal driving record, including citations and convictions, will be considered in determining whether an employee is eligible to drive on behalf of the City.
Special Requirements
Prior to being hired, promoted or transferred into the position, the candidate must successfully pass an in depth background investigation and maintain appropriate security clearances.
Response Time Requirement
Individuals hired for this position must reside within an area which allows them to respond effectively to emergency or unplanned incidents. Those who do not currently meet this requirement shall be allowed no more that twelve (12) months after the date that they were hired to fill the position to meet this requirement.
Desirable Qualifications
Master's degree and five (5) years professional emergency management and homeland security experience working at or above the level of a deputy director.
State of Minnesota Emergency Management certification or an equivalent from another state.
Certified Emergency Manager (CEM) certification.
Master Exercise Practitioner Program certification (MEPP)
Certified Business Continuity Professional (CBCP)
Experience administering national and state homeland security grant programs.
Experience with emergency/disaster response and recovery operations.
Using incident management software.
ADDITIONAL INFORMATION
THIS POSITION IS COVERED BY THE CITY’S AREA RESIDENCY REQUIREMENT
In order to provide timely services, the City has designated specific positions which must comply with an area residency requirement, based on job-related necessity where teammates must reside within thirty (30) driving miles of their normally scheduled work reporting location.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of: national, state, and regional emergency management and homeland security organization, laws, rules, regulations, policies, protocols and grant programs; city services, private and public entities, their respective capabilities, and how to use/collaborate with them in during normal and disaster situations; and National Incident Management System, the Incident Command System, and Emergency Operations Center (EOC) operational protocols.
Skill in: applying for and managing various grant programs; in supervising contingency operations, a command center or emergency operations center, and supervising crisis communications with the media, citizens, responders and elected officials; developing emergency and contingency plans; planning processes; hazard identification and risk assessment process; effectively managing people, teams, and resources; managing a comprehensive, progressive training and exercise program that includes all responding agencies and organizations in the City; writing, speaking, and listening in order to effectively communicate in a variety of situations, writing for a variety of audiences, including the media and senior local elected officials; working collaboratively with others to accomplish the mission and vision of the organization, serving as a liaison with City departments, private and public agencies, news media, and the general public; operating a variety of radio systems, information display equipment, installed Emergency Operations Center equipment, and state/federal online reporting tools and grant administration software; managing the interface between on-scene command activities, the EOC, multi-agency coordination centers, and area command structures; and understanding of and respect for the diversity of residents, customers, co-workers, and supervisors and demonstrates an ability to work effectively with people of diverse cultural, economic and ethnic backgrounds.
Ability to: build and maintain relationships and teams; persuasively communicate to a wide variety of citizens, employee groups, elected officials, public safety response partners, state and local emergency management professionals, and informal leaders in the community under both normal and emergency conditions; resolve complex challenges associated with the work; understand current and emerging approaches to improve emergency preparedness capabilities and how to promote those concepts to others; proficiently develop, maintain, modify, exercise, and integrate emergency operations plans and other complex projects that may have changing priorities and community-wide impact within negotiated deadlines; develop and implement volunteer programs and work with community groups; author and update complex grant proposals and integrate emergency and contingency plans, defining protocols, standards, and measurable results; make critical decisions in emergencies and disasters consistent with recognized practices in emergency management and related fields; and perform advanced-level work related to emergency management planning, public education, grants management, and other administrative duties as assigned.
