  Summary This position is located in the U.S. Department of Justice, Office of Justice Programs (OJP), National Institute of Justice (NIJ), OJP's mission is to increase public safety and improve the fair administration of justice across America through innovative leadership and programs. NIJ's mission is to advance scientific research, development, and evaluation to enhance the administration of justice and public safety. Responsibilities Assists the Office of Justice Programs (OJP) and the National Institute of Justice (NIJ) to develop policies, standards, designs, action plans and data analytics on NIJ-wide governance, promoting data system integrity. Directs the design and specification of data processing and tabulation protocols, data analysis, report production, and dissemination of information from such studies. Develops or ensures the soundness of the general methodology used for both intramural and external research activities, including advising on the appropriateness of research design, methods of collection, data quality control, estimation procedures and analytic plans. Has responsibility for the methodological development and implements data analytics effectively into NIJ processes. Serves as the primary NIJ point of contact for the National Archive of Criminal Justice Data activities and manages all grant and contract data submission and archiving efforts. Oversees the management and flow of data throughout its lifecycle. Organizes, stores and analyzes strategic, operational and production data. Designs, develops and maintains data warehouses. Improves user access to data. Collaborates with OJP and NIJ Information Technology staff on data modernization issues and online data accessibility improvements. Collaborates with officials and representatives of higher departmental echelons, counterparts from other government departments or agencies, national and international organizations, and the scientific community concerning statistical programs and activities. Prepares and gives presentations concerning the use of spatial statistics in research and evaluation activities to state, local and federal governments, subject matter experts, upper levels of management, and other researchers. Plans and provides technical assistance in the development and utilization of complex methodologies for use during the design and operational phases of surveys and other evaluation activities, drawing upon the disciplines of survey research, traditional statistics, decision sciences, and general social science research methods. Develops or ensures the appropriateness of the general methodology used for both intramural and external research activities, including advising on the appropriateness of research design, methods of collection, data quality control, estimation procedures, and analytic plans. Has responsibility for the methodological development and statistical design of new research evaluations. Manages special data studies of importance that significantly impact research and evaluation in the criminal justice field, such as innovative studies that apply quantitative analysis and sophisticated statistical techniques to data collected in support of national justice policy. Requirements Conditions of Employment Qualifications Basic Entry Requirements: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. or Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the GS-13 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: Develops broad and complex statistical, technical, and/or data collection programs. Provides technical advice in the planning, preparation, coordination, and dissemination of data and information related to research and statistical methodologies. Reviews and evaluates research concept papers and proposals for specific data analysis efforts and recommends improvements in the design of data collection techniques and analytical methods. Designs, develops and/or maintains data warehouses, and collaborates on data modernization issues and online data accessibility improvements. Prepares and gives presentations concerning the use of spatial statistics in research and evaluation activities. This position has a duty station of Washington, D.C. The selectee will be required to physically report to the OJP office building at least four (4) days per bi-weekly pay period and may incorporate leave and official travel plans into this reporting requirement. The office director or supervisor may request the selectee's presence in the office more frequently, as determined by the needs of the office. The selectee will be responsible for covering all commuting-related travel expenses. OJP employees are eligible for one transportation benefit - parking or the Department of Justice (DOJ) transit subsidy.
