Click here to see a video from the division!General descriptionThe Comptrollers office is seeking a Systems Analyst VI for Agency Services in the Fiscal Management Statewide Fiscal Oversight Division. The work involves performing computer systems analysis work of Comptrollers financial systems and data used for statewide financial and fund (i.e., budgetary) accounting and oversight, providing expertise in querying and extracting data using programming languages, including Structured Query Language (SQL) and providing guidance for or manages projects related to accounting system data.Qualifications: Minimum QualificationsGraduation from an accredited college or university with a bachelors degree. Three years of experience with the Uniform Statewide Accounting System (USAS). Experience using DB2s Structured Query Language (SQL). Experience researching, analyzing and resolving variances and out of balance conditions with governmental accounting systems. Experience documenting and updating procedures.Preferred QualificationsGraduation from an accredited four-year college or university with a bachelors degree in accounting, auditing, business management, finance, computer science, computer information systems, or management information systems or a related field.Preferred Experience:Experience supporting Texas statewide fiscal systems (CAPPS, HRIS, SPRS, SPA, TINS, and/or USAS).Experience with a relational database (DB2 in particular).Experience using report generators and tools such as QMF, SYNCSORT, SAS, EASYTRIEVE.Experience using SAP Business Objects/Business Intelligence (BI) tools.Experience with programming languages including Python, Java, etc.A functional knowledge of mainframe programming (JCL - Job Control Language), including some experience at creating, reading, updating, and deleting mainframe datasets.A functional knowledge of using SAS to manage data and create reports.A functional knowledge of generating reports using mainframe tools, including experience with IBM OS mainframe environments (ex. TSO, batch processing, job control procedures and import/export of data).Prior experience at developing ad hoc reports using PC-based resources (Excel, Access, Business Objects), including experience working with flat files, CSV and formatted mainframe files.SubstitutionsOne additional year of experience performing accounting functions in a Comptroller fiscal system (HRIS, SPRS, SPA, TINS, and USAS) may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).LICENSES / CERTIFICATIONSN/AIn this role you will have:Knowledge o :Standard practices for managing, interpreting, documenting, auditing, and developing information systems and data;Techniques for establishing and monitoring effective information system control structures; and,Current database design and digital analysis techniquesGovernmental accounting standards and reporting requirements.Skill in:Using several software platforms used for interrogating and analyzing data, which includes one or a combination of SAS, CAMS, Easytrieve, SQL, QMF, Queryman, MS Access, ACL, and Excel to perform control testing and digital analysis on information system data; (Technical Competence)Performing business or systems analysis using a defined methodology.Gathering information and performing research.Using a desktop computer in a Windows environment.Using Microsoft software and mainframe functions, with a high degree of accuracy.Effectively conveying information and encouraging an exchange of ideas. (Communication)Identifying, defining and solving problems. (Problem Solving)Ability to:Maintain confidentiality and protect the privacy of state employees, taxpayers, and other members of the public. (Security and Privacy)Follow all agency confidentiality, privacy, and information security policies and procedures. (Security and Privacy)Seek guidance and clarification from relevant agency specialists when potential confidential issues arise.
