  Job Description

  The Executive Office of Technology Services and Security (EOTSS) is the state's lead office for information technology. We provide enterprise level information technology services and infrastructure, including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive digital and data services to 40,000 internal stakeholders plus the residents, business owners and visitors to the Commonwealth of Massachusetts.

  EOTSS is seeking to hire aClassification & Compensation Analyst to join the EOTSS Human Resources team. The Classification & Compensation Analyst will be mainly responsible in performing a variety of professional, technical, and analytical classification and compensation activities, provides equitable and consistent compensation consultation, and supports the enhancement of classification and compensation structures and policies. The position also prepares data and assists with reviewing and maintaining job descriptions and identifies trends related to classification and compensation practices and outcomes. This role works with a diverse group of individuals at all levels in the organization.

  The primary work location for this role will be One Ashburton Place, Boston, Massachusetts 02108. The work schedule for this position is Monday through Friday, 9AM to 5PM EST. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.

  All offers of employment into this position are conditional and subject to passing: a Massachusetts Criminal Background Check (CORI); a security clearance (fingerprinting) consistent with IRS and/or public safety requirements; and security training.

  Under the direction of HR Leadership, the Classification and Compensation Analyst supports EOTSS activities around classification and compensation administration:

  Take the lead on all classification matters within EOTSS:

  Assist managers, supervisors, and EOTSS recruitment team with classification questions or issues.Be familiar with Collective Bargaining classification system and rules.Review new and existing classifications to ensure jobs are appropriately classified and graded. Modify and create descriptions to accurately reflect current roles, responsibilities, and requirements.Assist with creation and review of non-delegated management job descriptions (MQs) and make recommendations on management levels. Become subject matter expert on IT Classification within the Commonwealth. Conduct regular training for EOTSS recruitment staff and Commonwealth HR and IT LeadersConsult on IT classification and compensation inquiries.Review exception requests from other Secretariats, prepare recommendations for EOTSS HR Leadership review. Participate, in partnership with HR Division, in annual review of IT Classification system and make recommendations on any updates as it relates to the current IT landscape. Liaise with assigned HR Division (HRD) analyst for all classification and compensation reviews. Notify appropriate parties of results. Consult with various levels of internal stakeholders on compensation and classification inquiries:Departmental reviewsEmployee reviewsReclassification requestsNew Position designationReview requests for classification review and make recommendations. Communicate results to stakeholders. Perform internal audits on classification process, ensuring proper documentation. Perform periodic compensation reviews by department.

  Point person for salary administration:

  • Review and make recommendations on salary requests. Provide guidance on setting salaries within applicable guidelines and rules.

  • Provide guidance on salary setting for union employees in accordance with the relevant collective bargaining contract.

  Provide equitable and consistent compensation consultation and support the enhancement of classification and compensation structures and policies.Review and recommend salary placements for new hires. Conduct new hire and promotional pay equity assessments with consistency.For all new hires and promotions, review documentation for accuracy and completeness. If incomplete, communicate with the applicable HR staff to obtain the necessary information.Review all recommendations for internal equity.Responds to employee classification appeals; organize and participate in the formal appeal hearings process.Research situations related to aspects of compensation to provide clarity for resolution in consideration of contract provisions, historical practices, similar situations, etc.Develop and document procedures to streamline processes and ensure compliance with organizational and contractual requirements.Prepare data, create reports, and identify trends related to classification and compensation practices and outcomes.Other duties as assigned.

  Preferred Knowledge, Skills, and Abilities:

  Three (3) to five (5) years of Human Resources, classification, and compensation analysis related experience. State government experience is preferred.Proven experience in applying Human Resources principles and best practices in compensation including job analysis and evaluation. Strong experience using various HR systems, interpreting compensation guidelines (including those governed by collective bargaining contract).Advanced knowledge of the principles, methods, strategies, and techniques of compensation administration.Attentive to detail and follow-up; deadline oriented; very strong ability to prioritize and multi-task.Effective analytical influencer with experience in pulling large data sets and preparing data written reports for varied audience with the ability to present and communicate analytical data in an understandable format.Proven hands-on knowledge and experience in conducting research, analyzing information and data, and presenting findings and recommendations in a concise format.Strong technical knowledge of excel required including development of spreadsheets with formulas, functions, pivot tables, lookups, etc.Ability to handle sensitive HR information with a high degree of confidentiality and discretion - Addressing sensitive and confidential matters discreetly, clearly and with empathy.Knowledge of Red Book rules and policies Knowledge of Commonwealth Hiring GuidelinesKnowledge of EOTSS hiring processKnowledge of HR systems, including HR/CMS, MassCareersKnowledge of principles and techniques of job classification

  Education and Certifications:

  A Bachelor's degree in Business Administration, Finance, Public Administration or related field, or equivalent work experience.Certified Compensation Professional (CCP), Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), SHRM-Certified Professional, and/or SHRM-Senior Certified Professional certification(s) desirable, but not required.

  Qualifications

  First consideration will be given to those applicants that apply within the first 14 days.

  MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional or paraprofessional experience in personnel work, the major duties of which included classification, staffing, job analysis and/or job evaluation, (B) of which at least two years must have been in a professional capacity, and (C) of which at least one year must have been in a supervisory, administrative, or managerial capacity; or (D) any equivalent combination of the required experience and the substitutions below.

  Substitutions:

  I. An Associate's degree may be substituted for a maximum of one year of the required (A) experience.

  II. A Bachelor's degree or higher may be substituted for a maximum of two years of the required (A) experience.

  *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

  NOTE: No substitution will be allowed for the required (B) or (C) experience.

  SPECIAL REQUIREMENTS: Based on assignment possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
