Summary The incumbent serves as a Project Manager in the Project Management Branch for the Eastern Federal Lands Highway Division (EFLHD), Federal Highway Administration (FHWA) in Ashburn, VA. The incumbent is responsible for the coordination of all design activities to complete the design of highway and bridge projects within the 31 Eastern States, Puerto Rico, U.S. Virgin Islands, and the District of Columbia. Responsibilities As a Civil Engineer (Highway) (Project Manager) you will: Serve as a Project Manager in the Project Management Branch, leading, coordinating, and integrating all project activities necessary to complete the plans, specifications, and estimate package for highway and bridge projects. Effectively lead, motivate, and monitor a cross-functional team to successfully complete the design of projects. Refine, manage, and maintain the scope of work and project agreements required for each project and monitor and document changes to the scope of the life for the project. Develop and plan project schedules and budgets and coordinate all design phases and details with appropriate entities and technical disciplines. Participate in the procurement activities to solicit and contract with consultants for highway, bridge, and tunnel design activities; develop the contract statement of work, government estimate and participates in contract negotiations; and act as Contracting Officer's Representative responsible for administering the A/E consultant contracts. Implement and maintain a quality assurance process, and ensure that all environment issues have been resolved, permits obtained, right-of-way and utilities been cleared, and all safety issues and stakeholder concerns have been addressed. The ideal candidate is a mid-career engineer with experience leading and managing the delivery of bridge and highway design projects from initial scoping through construction support and maintaining frequent liaison with internal multi-disciplinary teams and a wide range of external stakeholders and partners. Qualifications To meet the basic qualifications for this position, you must (1) meet the Mandatory Education Requirement for the series, (2) provide a copy of your transcripts or other applicable documentation for verification, AND (3) meet the specialized experience requirements for the grade. Degree: Engineering. Combination of education or training: college level education, training and/or technical experience that has furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure - current registration as an Engineer Intern (EI), engineer in Training (EIT), or licensure as a Professional Engineer (PE). Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences which included the courses as specified in Paragraph A above. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. There should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering type experience. Although you must meet the mandatory education requirement, you cannot qualify for GS-12 and above grades based solely on education, you must meet the specialized experience, which is cited above for this grade.
