The Business Officer (BO), People Culture and Belonging (PCB) provides leadership and support of the financial and administrative operations for the division of PCB. The Division of People, Culture and Belonging drives university staff talent recruitment, professional development and community building which includes Human Resources, Equal Access, Payroll and Employee Records and the Office of Health and Wellness.
The BO for PCB is responsible for advising the Vice Chancellor for People, Culture and Belonging regarding strategic, financial, human resource, and operational topics. This position is responsible for leading the budgeting, forecasting, and monthly close and accounting activities for PCB. Reporting directly to the Assistant Vice Chancellor for Financial Planning and Analysis and Treasury, the Business Officer will collaborate with campus partners, Accounting, Tax, external consultants and
partners, and their respective leadership, on a routine basis to ensure financial performance is accurately captured while representing the university in full.
The BO is an effective leader, natural collaborator, and skilled communicator, who is capable of building trusting relationships across PCB and the university. The ideal candidate will also have a strategic, decision-enabling mindset and keen financial and accounting acumen that will allow them to effectively advise and partner with the Vice Chancellor for PCB, PCB leadership, the Assistant Vice Chancellor for Finance, and other key stakeholders. The BO will have experience with financial analysis, accounting, reporting, human resources management, operational oversight aligned under university fiscal guidelines, and strategic financial planning, preferably in a higher education environment, as well as knowledge and experience with operational aspects of human resources and payroll.
Financial Planning & Analysis & Treasury, led by the Assistant Vice Chancellor, has fiscal responsibility for university-wide capital planning and budgeting and forecasting and serves as the stewards of the university’s working capital assets and debt. The FP&A team has primary focus on annual operating budgets, quarterly financial forecasting, strategic financial modeling, and ad hoc financial projects. Treasury manages all of the non-endowment banking relationships on behalf of the university, oversees the university’s internal university and capital bank, and manages the university’s external debt portfolio.
Duties and Responsibilities
Serve as the primary business advisor to the Vice Chancellor for PCB and departmental leaders, as well as the financial liaison for the Division to Finance.
Develop and manage operating budgets, monthly forecasts, and management reporting for People, Culture and Belonging.
Development of annual budget fringe rates in partnership with the university benefits committee for university use, along with variance-to-actual reporting and monthly forecasts along with preparation of presentation materials for review with leadership, including academic deans.
Lead accounting and monthly close activities which includes direct oversight of Payroll Accounting including but not limited to:
Payroll accruals including highly sensitive executive compensation
Payroll and benefit liability account reconciliations
Approval of all outgoing payroll tax and employee benefit payments/wires
Assisting the university tax department in information gathering for annual tax returns
Assessing systems and processes related to payroll and benefits for opportunities of optimization
Participate as a key contributor to executive and operational leadership by proactively demonstrating creative and strategic problem-solving skills.
Build and maintain effective and collaborative relationships with stakeholders throughout the University.
Use an analytical approach to evaluate and review budget and actual data for reasonableness, accuracy, consistency, appropriateness of classifications, and variance reporting.
Collaborate with operating units to develop processing efficiencies and business continuity; identify and pursue opportunities to optimize effectiveness.
Consistently anticipate the needs of business partners, connecting dots and communicating potential solutions to emerging issues.
Promote an environment of collaboration, transparency, approachability, and support.
Utilize advanced functions of spreadsheet, database, and presentation software applications.
Supervisory Relationships:
This position has one direct report overseeing payroll accounting; this position reports administratively and functionally to Assistant Vice Chancellor for FP&A and Treasury.
Qualifications
Bachelor’s degree with five years or more experience is required.
Experience developing complex financial models, data analyses, and pro-forma analyses is required.
Human resource accounting and leadership experience is preferred.
CPA, MBA or related Master’s degree is preferred.
Thorough understanding of GAAP and accounting systems including payroll, purchasing, accounts payable, inventory control, accruals, cost accounting and reporting is strongly preferred.
Ability to form productive alliances effectively and persuasively with financial and non-financial administrators at all levels of the organization.
Exceptional ability to bridge gaps and problem-solve to reach solutions that address the needs of stakeholders.
Ability to balance competing priorities.
