What You Will Do
The Utilities & Infrastructure (UI) Deputy Facility Operations Director (DFOD) will be responsible for the operational activities related to the utility systems, traffic systems, and open space across the site. The UI DFOD will report to the UI Facility Operations Director (FOD). The selected candidate will be responsible for compliance with multiple regulatory requirements, including safety, security, and environmental management of the operations with support from engineering, maintenance, and environment, safety, and health support organizations; will define and manage operational goals, improve technology, and work to resolve operational problems by directing activities of the assigned portfolios; and will manage operations staff and task deployed staff to successfully operate the assigned systems.
The UI DFOD will be responsible for all aspects of personnel management, including managing headcount, forecasting, and budget(s) associated with multiple groups; directing assignments, employee hiring, and on-boarding processes; and providing continuous performance management and feedback to further develop staff including annual performance discussions, identification of growth opportunities, and ensuring proper team recognition and appreciation. The UI DFOD will also work to transition the operations to include more advanced/automated technologies and will work closely with the UI FOD and management team to set the strategic direction and continue to improve safety in operations and maintenance.

Minimum Job Requirements:
Operations Management
In-depth knowledge of operational management including systems and engineering design and maintenance, configuration management, work control, and control systems. In-depth knowledge of work hazards, safety practices, and operating configuration. Excellent ability to identify problem areas, investigating alternative solutions, and determining action to be performed on problems affecting operations management.
Maintenance Operations
Demonstrated experience with and ability to understand and interpret various physical, mechanical, and electrical documents, blueprints, drawings, and schematics. In-depth knowledge of conduct of maintenance, conduct of engineering, conduct of operations and quality assurance programs.
Leadership
Demonstrated skill in management, supervision, and human resources administration of assigned employees and subordinate supervisors. Demonstrated ability to gain cooperation of others and conduct presentations of technical and/or function-specific information concerning specific projects or schedules. Demonstrated ability to manage personnel in an effective way using soft skills including teamwork, influencing without authority, effective communication, problem solving, and adaptability.
Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
Demonstrated experience in utility operations (electric, gas, water, wastewater, steam) including combustion gas turbine and boiler operations.
Experience with or knowledge of traffic system operations.
Direct experience with technically guiding and directing utilities and traffic operations and maintenance personnel.
Experience with North American Electric Reliability Corporation standards.
Experience with coordinating maintenance and reinvestment plans for aging infrastructure.
Essential Job Functions (can perform with or without reasonable accommodation): Walking, climbing stairs, and climbing ladders.
Work Environment: Outdoors and in a widely ranging ambient temperatures.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
