  Job Information

  Open only to the general public and any current Municipality of Anchorage Employee.

  This position is represented by the Plumbers and Pipefitters Local 367 and is subject to the provisions of the current agreement between the Municipality of Anchorage and the Plumbers and Pipefitters Local 367.

  This advertisement is for either a Treatment Plant Operator (TPO) Level I, II, III or IV. The certification(s) the successful candidate holds at the time of the job offer may be the level in which the candidate is hired.

  The current salary range for TPO Level I is $37.46 - $39.37/hr.

  The current salary range for TPO Level II is $39.37 - $41.29/hr.

  The current salary range for TPO Level III is $41.29 - $43.34/hr.

  The current salary range for TPO Level IV is $43.34 - $45.52/hr.

  DEPARTMENT: Anchorage Water & Wastewater Utility

  HOURS OF WORK: 4/10, 5/8 or Treatment Schedule

  LOCATION: Eagle River Wastewater Treatment Facility, 15524 Artillery Road

  Example of Duties

  Perform unskilled and semi skilled technical work in the operation and general preventive maintenance of a variety of equipment in a water and/or wastewater treatment plants, including well production and water distribution systems. Incumbent performs as an assistant plant operator and after instruction is expected to complete routine assignments independently, subject to final inspection. Duties assigned involve moderate skills and training in the broad area of water and/or wastewater treatment plant operation. Works varying shifts including evenings, nights, weekends and holidays to assist in meeting the water and/or wastewater service needs at of AWWU's assigned Treatment Division facilities.

  Also participates in major emergencies or disasters as outlined in AWWU’s disaster plan matrix, which defines each employee’s potential duties and responsibilities. This may include 12-hour work shifts, which may continue for 72 hours or more starting at any time an event might occur, seven (7) days a week, 24 hours per day.

  Treatment Plant Operator I

  Operate assigned treatment plant and/or remote un-staffed facilities equipment such as motors, pumps, boilers, presses, valves, shredders, clarifiers, incinerators, chlorinators, dechlorination systems, fluoride saturators, blowers, generators, vehicle and other equipment used in water treatment and distribution systems and/or wastewater treatment facilities. Monitor and inspect gauges, meters and other distribution facilities, reservoirs, pressure reducing valves, wells and control devices and record readings based on predetermined schedules. Observe and monitor process operations, effect changes, analyze recorded readings, make operating decisions, adjust operating set points and parameters necessary to insure drinking water standards are met and/or wastewater limitations are achieved. Determine quantities, application timing, and dispense rates of assigned chemical plant additives such as; chlorine, fluoride, polymer, ferric sulfate, alum, soda ash, lime, etc. used in water treatment and distribution systems and/or wastewater treatment facilities following predetermined operating guidelines. Collect production samples and performs standard laboratory water or wastewater treatment tests. Maintain and record operation information on various log sheets. Observe and analyzes sample readings and makes decisions to adjust production flow rates and the amount of chemicals to dispense in the treatment process. Performs general preventive maintenance and minor repairs of assigned treatment plant equipment; such as motors, pumps, boilers, valves, screens, shredders, clarifiers, incinerators, filters, blowers, generators and other equipment used in water treatment and distribution systems and/or wastewater treatment facilities. Perform touch up painting and other maintenance on plant equipment and facilities. Maintain records of maintenance activities on computerized maintenance management systems. Perform equipment and facility wash downs, snow removal, building grounds maintenance and sweeping, cleaning of all assigned areas such as kitchen, bathroom, break room, training room, and production facilities and offices.

  Treatment Plant Operator II-IV

  Must possess a Level II - IV Operators Certification in Wastewater Treatment and be performing all of the duties of a TPO I and operating more independently and with less supervision. Level III and IV Operators may be required to act as crew lead providing direction to other operators.

  Minimum Qualifications / Substitutions / Preferences

  MQs for TPO LEVEL I:

  High school graduation or equivalent.

  Must possess a current State of Alaska Provisional Certification at time of application.

  Must possess a valid State of Alaska Commercial Driver's License (CDL) Class B with a satisfactory driving record, tanker endorsement, and no air brake restriction by the time of hire. (A restriction of "L-Vehicles Without Air Brake Systems Only" is not eligible.)

  Must obtain a State of Alaska Level I Operator Certification in Wastewater Treatment within one (1) year of hire.

  OR

  High school diploma, GED, or equivalent.

  Wastewater Treatment Operator Level I certification at the time of application.

  A valid State of Alaska Class B Commercial Driver's License (CDL) with satisfactory driving record, tanker endorsement and no Air Brake restriction at time of hire. Applicants with a Restriction of "L-Vehicles Without Air Brake Systems Only" are not eligible.

  MQs for TPO LEVEL II:

  High school graduation or equivalent.

  Must possess a current State of Alaska Level II Operator Certification in Wastewater Treatment at the time the of application.

  Must possess a valid State of Alaska Commercial Driver's License (CDL) Class B with a satisfactory driving record, tanker endorsement, and no air brake restriction by the time of hire. (A restriction of "L-Vehicles Without Air Brake Systems Only" is not eligible.)

  MQs for TPO LEVEL III:

  High school graduation or equivalent.

  Must possess a current State of Alaska Level III Operator Certification in Wastewater Treatment at the time of application.

  Must possess a valid State of Alaska Commercial Driver's License (CDL) Class B with a satisfactory driving record, tanker endorsement, and no air brake restriction by the time of hire. (A restriction of "L-Vehicles Without Air Brake Systems Only" is not eligible.)

  Must possess a current American Red Cross or equivalent First Aid certification within six (6) months of hire.

  Must possess a current American Red Cross or equivalent Cardiopulmonary Resuscitation (CPR) certification within six (6) months of hire.

  If selected for hire, the appointment in this position will be conditional based upon a satisfactory Municipal Employment Office conducted background check. A background check encompasses criminal history, verifying education, and verifying dates of employment.

  If selected for hire, appointment in this position will be conditional based upon the submission of a current copy of the applicant's State of Alaska Commercial Driver's License (CDL) Class B or greater with tanker endorsement and a current (dated within 30 days from date requested) copy of his/her Department of Motor Vehicle driving record, including a driving record from previous states if the Alaskan driver's license was first issued within one year prior to application, documenting an acceptable driving history. The processing fee(s) are the responsibility of the selected applicant.

  As a condition of employment, the person selected for the Eagle River position will be required to successfully complete a drug screening prior to beginning work and will be subject to future periodic drug and alcohol tests on a random basis without advance notice.

  If selected for hire, appointment in this position will be conditional based upon the satisfactory review and completion of the Previous Employer Alcohol & Drug Test Information Forms. Names, addresses, and phone numbers for positions that required Department of Transportation testing for the last two years will be required in compliance with § 40.25 and § 382.405(f) and (h).

  All required certifications and licenses must remain current for the duration of employment.

  As a condition of employment, the person selected must provide a Plumbers and Pipefitters Local 367 Union Dispatch Referral Form by the time of hire.
