The anticipated salary range for this role is between $159,000.00 and $220,000.00. The specific salary offered to an applicant will be based on their individual qualifications, experiences, and an analysis of the current compensation paid in their geography and the market for similar roles at the time of hire. Role Description
[Japanese-English bilingual required] This position is a part of Treasury & HOMIS (Head Office Management Information System) group within JRIA. This role is responsible to drive large Head Office program in JRIA. This role also oversees Treasury Infrastructure Support team and plan and implement treasury applications in coordination with other technical teams in JRIA, business departments in SMBC and Tokyo application development/support teams. The role includes on-going application maintenance activities and production support. The Program Lead supports the Head Office managerd treasury systems such as Foreign Exchange Dealing support system and Treasury dealing support system applications that interface with various internal/external applications in NA/EMEA and the Tokyo Head Office. SMBC is driving System Grand Design (SGD) initiative to restructure global treasury technology ecosystem. The Program Lead is responsible to build capability to drive the SGD projects and also support the newly introduced applications post Go Live.
Role Objectives: Delivery
Oversee end-to-end delivery against a portfolio of programs for a dedicated business unit and/or region. Deploy team resources against individual programs. Establish clear framework to define program stakeholders, scope, timing, resource requirements and deliverables. Design and implement standardized templates and communication channels to drive transparency and consistency across program effort. Guide project managers in identifying and mobilizing subject matter experts throughout the organization to contribute as required. Monitor delivery across portfolio of programs under coverage to ensure completeness, sustainability and adherence to budgets. Review and sign off on milestones and completion proposals. Direct modifications to program plans, budgets and/or timelines as necessary. Daily routine includes business-as-usual support such as troubleshooting of user and production issues and on-going application maintenance activities.

Form strong partnerships with business stakeholders to influence, define and agree on program scope, timelines and target deliverables. Set a tone of collaboration and transparency between program work-streams by communicating a clear vision of target outcomes. Ensure alignment and awareness of over-arching program objectives. Oversee impact assessments of program outcomes and engage relevant process owners to encourage buy-in on target end state. Incorporate process owner feedback to refine approach as required. Work with business and infrastructure leaders to identify and engage subject matter experts throughout the organization and solicit contributions where required. Promote alignment with program management teams in other regions or business verticals to share best practice and collaborate on cross-divisional or cross-regional initiatives as appropriate.
Qualifications and Skills
•Business level fluency in Japanese as well as English
•Experience in managing large-scale projects by defining business and technical requirements, tracking schedule, estimate workload, obtain quotes from external vendors, budget approval process support, coordinate development effort with internal & external parties such as network team, storage team, and UNIX SA Team, mitigate issues and risks.
•Understand overall system architectures (network, SAN, NAS, Servers, VM) of the applications, and work with network, storage, UNIX SA, middleware, production support teams to complete projects.
•Meet with business users to gather requirements and translate them into functional requirements, then consult with SME to execute.
•Review the project plan and evaluate feasibility, and suggest better implementation scheme when available
•Present technical requirements to the budget owners and obtain necessary project budget.
•Experience with UNIX, Linux and Windows servers. Network and interface communication technologies including but not limited to MQ, SFTP, HTTP and ODBC.
•Banking business knowledge such as back office business analysis and design experience including payment, settlement, cash flow, accounting and reconciliation is a plus.
