  Job Description

  The Transition/Accreditation Administrative Consultant will be an integral part of the Division of Special Education, providing guidance and support related to accreditation compliance with Iowa Administrative Code Chapter 41.

  **Experience in PK-12 special education required.

  Responsibilities Include -

  Provide support and leadership for the Bureau of Services and Accreditation. Provide guidance, coordination and oversight for federal and state programs specifically Iowa Administrative Code Chapter 41. Work in cooperation with the division bureau chief to direct, evaluate and accredit special education programs provided within Iowa schools.

  Support the statewide scaling and implementation of evidence-based practices for secondary students eligible for special education. Support Education Program Consultants (EPC) who work with schools and regional partners to facilitate successful post secondary transition for Iowa students receiving special education support.

  Provide guidance and support in implementing evidence-based practices including, but not limited to, specially designed instruction in relation to secondary literacy, preparation for post-secondary education, work based learning, and career and technical education. Which includes, but is not limited to, career planning, internship and job placements.

  Established a process and standards for private special education providers to become accredited in the State of Iowa. The accreditation process will effectively and systematically evaluate private special education programs.

  Lead special education accreditation visits to Iowa districts/schools. Support processes and procedures outlined in Iowa Code. Create reports for districts, state board and external stakeholders. Monitor corrective action plans.

  Participation in existing statewide collaborative implementation and scaling structures, including: 1) facilitation of or membership on statewide development and delivery teams; 2) providing technical assistance focusing on evaluation for instructional design; designing instruction and delivering instruction and other supports; 3) using implementation science to support scaling and implementation efforts; and 4) supports secondary transition efforts within IDEA-DA.

  Ensure implementation of IDEA requirements, with emphasis on the secondary transition requirements for IEPs. This includes interpretation of federal and state regulations, drafting of policy guidance, supporting collection and reporting of federally required data, and participating in integrated monitoring requirements.

  Work collaboratively with Iowa Vocational Rehabilitation Services and other external partners and infrastructure components of the Statewide Special Education Leadership Network (e.g., Professional Learning Governance Council, Procedures Governance Council and ACHIEVE Governance Council).

  Maintain a working knowledge of the state and federal policy and the impact of proposed legislation on the bureaus and the programs it oversees.

  Support the Department priorities through performing other duties as assigned by the Bureau Chief.

  Minimum Qualification Requirements

  Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  1) Graduation from an accredited four-year college or university, and experience equal to five years of full-time, professional-level work in program administration, development, management, or operations.

  2) A combination of a total of nine years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work may substitute for one year of full-time experience.

  3) Graduation from an accredited college or university with a Master's degree in social work, law, education, engineering, or public or business administration, and experience equal to three years of full-time, professional-level work in program administration, development, management, or operations.

  4) Current, continuous experience in the state executive branch that includes two years of full-time work as an Education Program Consultant.
