  THECB is observing a hybrid telecommuting schedule with employees required to be in the office at least two (2) days per week.We are located at the George Herbert Walker Bush building located in the capitol complex at 1801 Congress Ave. Austin, TX 78701.Cover Letter Required - Please explain how your experience relates to this position, include your experience with Student Success in Higher Education. Applications without a Cover letter will not be reviewedGeneral Description:This position provides administrative support to Student Success programs and activities. Performs grant management with advanced consultative services and technical assistance work to awarded institutions in the form of meetings, oral and written presentations, and communications. Work also involves analyzing/researching programs and policy issues relating to student success. Supports the Division for Student Success and works with other agency staff in advising and consulting with higher education institutions to achieve the goals of the Texas Higher Education Board (THECB) plan for higher education, Building a Talent Strong Texas. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. This position reports to the Director of Student Success Strategic Initiatives.General Duties and Responsibilities: Serves as one of the primary contacts for student success initiatives for the Department of Student Success. Assist with program and grant management, including providing technical assistance and support to institutions of higher education regarding state law, policy, and guidelines including federal grant requirements. Assist with fiscal management of grants, including program financial reports, review of fiscal project reports, risk management, internal controls, and implementation of state and federal regulations. Prepares and provides reports relating to student success programs to staff, the Board, and others as required. Identifies problems and determines solutions as related to assigned projects and programs. Assists in development, coordination, and implementation of projects related to student success. Provides technical assistance to the field on student success issues, in the form of meetings, oral and written presentations and communications, and site visits. Provides research, including surveys, focus groups, and interviews, as applicable, and track outcomes of programs or activities for evaluation. Provides writing assistance, including proofing and editing, and materials for program reports, flyers, and digital outreach channels related to student success programs and activities. Assists division leadership with analyzing/researching policy issues relating to student success issues. Assists division leadership with annual budgets for respective projects. Acts as a staff liaison with other units within the agency and other state agencies and associations concerning student success. Represents the agency to a variety of audiences and in a variety of formats encompassing composition and delivery of oral and written presentations. Works collaboratively in a fast-paced environment as a team member with other members of the Department for Student Success, agency, and other state offices in achieving the goals and objectives of the states strategic plan, Building a Talent Strong Texas. Participates actively in staff meetings, committee/advisory meetings, and intra-agency meetings. Maintains the necessary level of work to carry out the positions responsibilities by performing the jobs essential duties and functions, including attending work regularly and reliably. pplies appropriate Family Educational Rights and privacy Act (FERPA) standards at all times. Performs other duties as assigned.Knowledge, Skills, and Abilities: Knowledge of the Texas public and higher education system and the goals of the statewide higher education strategic plan, Building a Talent Strong Texas. Knowledge of higher education, enrollment, and student success practices Knowledge of business English, grammar, spelling, and punctuation Knowledge of writing fundamentals including proofing and editing documents Skill in using personal computers, databases, and general office software, including Microsoft Word, Outlook, PowerPoint, and Excel. Skill in planning, setting appropriate goals and objectives, and carrying out work in a timely and effective manner. Ability to communicate effectively in person, in writing, and in public presentations with a variety of individuals, and institutional leadership. Ability to establish and maintain effective working relationships with coworkers and external agencies and organizations and to work cooperatively and effectively in a team environment. Ability to prioritize work and handle multiple tasks efficiently. Ability to initiate and complete tasks with moderate supervision and make decisions using appropriate professional judgment and reasoning. Entrepreneurial attitude with a growth mindset and demonstrated ability to accept and implement both solicited and unsolicited feedback quickly. Data-driven decision maker with the ability to structure ambiguity into actionable, value-added plans. Ability to handle multiple, shifting, and competing priorities, and drive team towards results. One year experience in program/project management or grant management.Preferred: Masters degree from an accredited college or university. Experience working with state and/or federal government relating to education or workforce development. Experience working related to higher education, enrollment management, and/or student success. Writing experience related to research and analysis, program reports, and/or content creation. Excellent interpersonal and organizational skills. Demonstration of progressive responsibility and opportunities to gain knowledge, skills, and abilities to show leadership in the development and administration of programs or in related work. Familiarity with database management and functional-level skills in a variety of computer software, preferably in Microsoft Word, Outlook, PowerPoint, and Excel.Physical Requirements and/or Working Conditions:Work is performed in a standard office environment and requires: Regular, reliable, and punctual attendance at work. Frequent use of personal computer, copiers, printers, and telephones. Frequent sitting. Frequently works under deadlines, as a team member, and in direct contact with others.Workforce:Must be able to: Demonstrate knowledge of customer service deliverables. Show flexibility and adaptability toward changes in assignments and work schedules, working extended hours as necessary. Adhere to the organizations internal management policies and procedures. Contribute to the agencys performance measures and mission.
