Bechtel Infrastructure will work in a Delivery Partner role within an integrated team with the client organization for a new Subway Project in Toronto, Ontario. The project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, which is being performed by key PPP Contractors and multiple advanced early works (EAW) packages Contractors. Bechtel colleagues form a key component of the overall leadership team, having delivery partner responsibilities, alongside Technical Advisor (TA) colleagues and other professionals and consultants.
Position SummaryThe Testing & Inspection Segment Manager is responsible for the leadership, including Quality leadership, as well as organization, standardization, coaching and direction of Integrated Project Team (IPT) construction personnel and activities relating to overall quality management and construction testing and inspection being performed by the EGS contractors.
ResponsibilitiesMaintains, assesses and enhances the Integrated Project Team quality management system and updates the IT Quality Management Plan annually.
Converses with the segment leadership team, produces an overall monthly quality dashboard to convey key quality metrics, and recommends quality improvements if required.
Conducts a quality review of all IPT plans and procedures at the time of renewal.
Zippers directly with the MX Quality Manager and the Contractor Quality Director.
Provides leadership and support to the achievement of construction quality field delivery in keeping with Client established goals, standards, processes, and procedures. Where necessary, liaises with the Quality Manager to develop processes and procedures and leads training and coaching as required for consistent compliance.
Drives successful outcomes on Key Performance Indicators (KPIs) for specified Segment, which may be modified each year as the project evolves.
Understands specifications related to construction materials, equipment, installation processes, finishes, testing and handover.
Fluent in the use of Inspection & Test Plans (ITPs) as the controlling document for quality of the finished works or systems.
Provides direction and support to the deployed IPT construction quality personnel so that they are equipped to hold the Contractors accountable for following their construction processes, specifications and ITPs.
Participates in / supports audits of the contractors’ quality and construction processes.
Champions standardizing construction quality across the EGS contract, in compliance with contract quality requirements.
Coordinates with Project Field Services Engineer Specialist on standardization of approach to construction activities and the implementation of the construction quality program.
Qualifications and SkillsBasic Qualifications
A firm understanding of engineering and construction procedures, principles, and concepts. Experience of this understanding in the context of rail projects is desirable.
15 years’ experience in the engineering and construction sector.
Additional QualificationsTechnical knowledge of all phases of construction engineering relating to a single discipline interfacing with all areas, or in a multi-discipline position assigned to a single area.
Experience of leading teams and providing functional support to discipline specialists deployed into other parts of a wider organization.
Experience working with teams and stakeholders in the development and delivery of large infrastructure projects. Ability to communicate across technical disciplines and the project leadership team (engineering, construction, testing & commissioning).
Knowledgeable of the planning and execution of infrastructure mega-projects, either as part of a project management or contractor team. This knowledge in the context of rail projects is desirable.
Computer skills (including Excel, Word, PowerPoint).
Aworking knowledge of ISO 9001 and its application in engineering and construction projects.
