  The TDL Manager II manages the cost, schedule, and performance of low- to medium-complexity Technical Direction Letter (TDL) projects to develop and deliver digital transformation, modernization, and modifications. They provide recommendations, status briefings, and other formal and informal feedback to management on all project aspects. They plan, organize, and coordinate activities with Functional Specialists, including contracting, engineering, program control, configuration and data management, test, and logistics operations support. They develop, execute, and monitor risk management strategies to address areas of concern or potential gaps, and apply systems engineering principles, techniques, services, and practices for a disciplined approach to meeting Maverick TDL projects. They coordinate with stakeholders to identify and prioritize critical technical data for inclusion in TDL planning to support Mission Essential Service Planning (MESP) requirements, establishing processes for accessing, updating, and distributing technical direction as required by the MESP. They support system planning and market analysis and provide technical subject matter expertise on engineering documents in the program, project, and Systems Engineering Management Plans. This includes reviewing documents, conducting assessments, and providing briefings. They support program-level review boards, including Engineering, Configuration, Risk, and Test Review Boards. They give project status reviews and presentations to accountable sponsors and project governance meetings. The TDL Manager II provides technical risk assessments, mitigation strategies, and options to improve program integration. The TDL Manager II reports to the Regional Site Manager, monitors project work quality, and supervises and mentors subordinates. The TDL Manager II is a journeyman-level role with overarching responsibilities for digital transformation efforts.

  Minimum Qualifications

  5+ years of experience

  Bachelors Degree in related discipline (candidate holding a relevant Master’s degree may be granted 2 years’ experience credit for that extra education. A candidate holding a relevant PhD degree may be granted 4 years’ experience credit)

  High School Diploma + 9 years of experience will also be considered

  Active Top Secret clearance

  Project Management Institute (PMI) Project Management Professional (PMP) or equivalent certification

  CompTIA Advanced Security Practitioner (CASP), or equivalent certification

  Desired Qualifications

  2 years of position-specific relevant experienceFor all positions requiring access to technology/software source code that is subject to export control laws, employment with the company is contingent on either verifying U.S.-person status or obtaining any necessary license. The applicant will be required to answer certain questions for export control purposes, and that information will be reviewed by compliance personnel to ensure compliance with federal law.
