Works as a member of a highly responsible Taxation Analyst group within the Property Taxation & Records Department to perform skilled functions related to property taxation, including calculation, collection, and distribution processes. Compiles data and prepares detailed summary reports for external use. Maintains accountability for the special assessment system, including tracking and auditing all accounts. Responsible for auditing and executing complex property tax recalculations, including tax adjustments, classification changes, green acres, tax court petitions, and tax-exempt changes for current and prior years. Independently responsible for analyzing and resolving all property tax discrepancies, managing tax adjustments, ensuring accuracy in the Real Estate Management System database, maintaining associated general ledger accounts, and issuing refunds and deferrals. Regular attendance according to the position's management approved work schedule is required for all positions. 1. Assist in administering the entire property taxation process. 2. Maintains the integrity of the special assessment within the property tax system. This involves collaborating with local taxing districts to certify new projects, integrating these projects into the tax system, extending the applicable fees to all properties within the project area, and handling the billing of special assessment maintenance services to local taxing districts. 3. Independently manage the direct payment and electronic payment systems for payment of real estate taxes. Electronically transfer payment information and verify the balancing of payments to the real estate tax system. 4. Responsible for maintaining the Manufactured Homes delinquent tax records including initiating collections processes, filing liens and claims with the State, processing payments and payment history, and maintaining bankruptcy information. 5. Responsible for the management, calculation, distribution, and reporting of non-ad Valorem tax programs to include payments in lieu (PILT) of tax government owned properties, county owned property, Solar Energy Production Tax, Transmission and Distribution tax, Aggregate Material Tax, and Senior Deferral tax program. 6. Responsible for independently recalculating, abating and adjusting all property taxes (real, personal, and manufactured homes) using the Real Estate Management System including adjustments to taxes, credits, fees, qualifying exclusions, and special assessments. Calculate and populate MSA interest on tax court petitions in accordance with MN Statute. 7. Responsible for resolving complex tax payment issues and adjustments. Collect and reconcile payments, cash collections and bank deposits accurately. Determines impact on associated General Ledger accounts. 8. Assist in the calculation, data analysis, and reporting of the fiscal disparities program. 9. Independently compile, calculate, and c rtify various mandated financial reports for school districts, State of Minnesota, and Department of Education. 10. Provide technical, detailed information to the public by phone and in person regarding current and delinquent taxes, status of tax court petitions, abatements, and refunds. ESSENTIAL JOB FUNCTIONS: Duties 1-10 are essential functions. Knowledge, Skills & Abilities and Work Environment: Ability to interpret and apply Minnesota property tax laws as they relate to tax calculation and collection, tax forfeiture, fiscal disparities, and tax increment financing. Knowledge of property taxation requirements and functions and Minnesota Statutes and laws relating to property taxation to include capacities, levy limitations, state aids and reimbursements. Considerable knowledge of analytical methods, problem solving, ability to analyze and interpret workflow and processes, and to read and understand technical taxation statutes and regulations. Ability to establish and maintain effective working relationships with County, local government organizations and the public. Ability to communicate effectively and respond to instruction both orally and in writing. Ability to prioritize work and meet deadlines with minimum supervision. Ability to take direction from senior analyst and management regarding property taxation functions. Skill in preparing and presenting complex technical property taxation materials in reports to the state, County cities and school districts. Basic understanding of SQL database terms and concepts. Advanced knowledge of Microsoft Office Suite; specifically, in the areas of Pivot Tables, indexing, database creation and queries, mail merge, and others. WORK ENVIRONMENT: Work is performed in a County office building. Lifting requirement of up to 20 pounds on an occasional basis. Equipment used may include, but is not limited to, computer, printer, telephone, calculator, copy and fax machines.
