As a CACI-SOAS USAREUR-AF TMISS Task Order Program Manager, you will support US Army Europe/Africa G2 and other Intelligence related mission partners, as a key team member of a complex program that provides professional services in support of advisory and analysis efforts associated with Command, Control, Cyber, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C5ISR) mission areas. You will be a member of a team that will monitor and provide expertise regarding specific countries within USAREUR-AF’s AOR/AOI and plan/organize USAREUR-AF G2X’s analytical engagement with NATO and other foreign partner agencies. The USAREUR-AF TMISS Team will research, analyze, and produce near- and long-term all source assessments on terrorism / counterterrorism, and multi-discipline counter-intelligence issues in response to CG USAREUR-AF’s priority intelligence requirements and to enable U.S. and foreign partner counterintelligence operations.
More About the Role:
As a USAREUR-AF TMISS Task Order Program Manager you will embed at USAREUR/AF G2, located at Clay Kaserne in Wiesbaden, Federal Republic of Germany and may travel as required, to perform services at other locations within the USEUCOM or US AFRICOM AOR or Area of Interest (AOI) to meet mission requirements in both CONUS and OCONUS locations. The USAREUR-AF TMISS Team will research, analyze, and produce near- and long-term all source assessments on terrorism / counterterrorism, and multi-discipline counter-intelligence issues in response to CG USAREUR-AF’s priority intelligence requirements and to enable U.S. and foreign partner counterintelligence operations.
Other duties will include but are not limited to:
Provides overall leadership and guidance for all contractor personnel assigned to the task order including assigning tasks to contractor personnel, supervising ongoing technical efforts, and managing overall TO performance. •Responsible for the quality and efficiency of the task order, to include both technical issues and business processes.
Plans and provides program and project management support and the contractor personnel resources necessary to support the TO.
Proactive in alerting the Government to potential TO or programmatic issues and resource limitations issues.
Manages and oversees all activities performed by contractor personnel, including subcontractors and teaming partners to satisfy the requirements identified by the government.
Commits CACI resources as needed to satisfy TO requirements
Establishes a direct line of accountability to their top management at the Mission Partner sites, ensuring effective communication and coordination.
Addresses the overall project management and administration requirements specific to the Mission Partner sites, adhering to the TO guidelines and instructions.
Develops and implements a comprehensive program tailored to the Mission Partner sites, encompassing the production, delivery, and tracking of Contractor products as specified in the Deliverables table provided in the Task Order. •Ensures the coverage of all services outlined in the Task Order. Additionally, prioritizes and concentrates on delivering the most essential services identified in the PRS applicable to the Mission Partner sites.
Establishes a comprehensive inspection system that covers all services required by the TO at the Mission Partner sites. The inspection plan will specify areas to be inspected, including both scheduled and unscheduled inspections, and provide the name and title of the individual responsible for conducting the inspections. The plan will incorporate specific quality control techniques aligned with the contract services identified in the PRS. The quality control methods will be comprehensive and adaptable to the reporting systems approved by the Quality Control Program (QCP) and Program Management Office (PMO). Additionally, the inspection plan will include a customer complaint feedback system for the correction of validated complaints and timely communication of corrections to the customers.
The Contractor shall describe how users or other interested parties can identify problem areas or situations and communicate them effectively to the Contractor. The customer complaint program shall align with the reporting and communication systems of the QCP.
Maintains documentation of all quality control inspections and corrective actions throughout the term of the contract at the Mission Partner site.
You’ll Bring These Qualifications:
Project Management Professional (PMP) certification, PRINCE2 certification, or Program Management Professional (PgMP) certification.
Bachelor’s or advanced degree from an accredited academic institution or military school.
A minimum of ten (10) years’ experience planning, directing, coordinating, and managing a DoD program similar in scope and complexity to this TO.
A minimum of six (6) years experience working with intelligence services support, intelligence technologies, intelligence life cycle, or military operations.
A minimum of five (6) years’ experience as a site lead and/or managing intelligence analysis, operations and planning, security support, and information systems operation, maintenance, and sustainment, in both garrison and non-garrison (i.e., austere) environments.
A minimum of six (6) years experience managing performance-based line of efforts and/or programs with multiple OCONUS performance locations.
Current and active TS/SCI clearance
These Qualifications Would be Nice to Have:
Over 5 years of experience leading multi-tenant programs
Over 5 years of experience leading programs that support forward deployed forces
Over 3 years of experience leading programs funded by multiple stakeholder sources.

$137,400 - 302,300 USD
