This position supports the Operation Technology ("OT") Systems for NASA’s Goddard Space Flight Center. OT Systems include control systems for HVAC systems and the Power Plant at Goddard’s Greenbelt and Wallops Island Facilities. In this role the successful candidate will:
Perform the application administration on all the Admin and OT applications
Provision and disable user roles and group permissions
Install all application software upgrades and patches on all admin and OT applications. Admin applications shall be consistently available during core hours of 8:00a.m. to 4:30 p.m., Monday through Friday. Since the OT applications are utility monitoring and control systems, they need to be consistently available 24 hours a day, seven days a week, year-round
Serve as the application administrator of the admin and OT systems. Part of the responsibility of being the application administrator is to ensure these systems are compliant with IT Security guidelines
Essential Functions:
Work cross-functionally to solve problems and implement changes; ensure appropriate/professional communication among project stakeholders
Develops, evaluates, and influences effective and consistent productivity and teamwork to ensure the delivery of excellent Customer Service
Serve as IT project manager on independent projects and/or as part of larger program efforts
Lead efforts involving work plans, schedules, resource plans, and status reports within time, and specification constraints
Serves as a point of contact for team when multiple units are assigned to the same task to ensure team actions remain in alignment
Ensure business value realization and optimization, through delivering new capabilities, managing expectations, and identifying opportunities to add value
Motivate people involved on the project to complete tasks on time
Identify and anticipate risks and issues; facilitate resolution, mitigation, and appropriate escalation
Create and maintain comprehensive project documentation
Develop, communicate, and report on project progress to internal and customer stakeholders
Embrace a team environment to effectively deliver value to the customer
Performs other duties as assigned
Application software patching/version upgrades and certificate renewals (residing on servers),
Update the Windows server activity logs with what was performed and date it was performed
Review/audit the application’s user, administrator, and group accounts monthly
Review Windows server audit logs monthly
Review/Address/Resolve IT Security controls and ICS-CERT citing/mitigations/advisories (when applicable)
Participate in scheduled Change Control Boards (CCB) and assist government with evaluating
Change Control Requests (CCR) modifications
Requirements :
Excellent analytical, interpersonal, and customer service skills

Ability to manage numerous complex IT tasks simultaneously
Ability to manage the scope change process and issue identification/resolution
Ability to ensure collaboration and coordination between stakeholders
Good understanding of IT Networks, networking protocols, and network troubleshooting
Experience mitigating cyber security vulnerabilities
Experience with Windows Server Administration
Experience with Desktop operating systems (Windows 10 and later)
Experience/familiarity with the NASA IT environment and cyber-security
BS degree + 8 years' experience; additional years of experience may substituted for degree
10 to 15 years of experience managing IT projects
Having a CCNA certification a plus
Having a Microsoft Server certification a plus
Up to 20% travel may be expected
