Responsibilities This job opportunity is located in the Geography Branch, National Processing Center (NPC), Jeffersonville, IN. This position is responsible for planning, directing, reviewing, and coordinating the work of subordinates engaged in a variety of clerical and coding tasks required in the processing and digitizing of geographic operations. This position is not included in the bargaining unit. The individual selected for this position will: Plan, direct, coordinate, and review the processing operations and procedures for all units in the section including coding operations and projects requiring the application of statistical theory. Determine utilization of necessary resources and prioritizes the schedules to achieve the mission of the section and the completion of work; adapts a variety of methods and develops new procedures for statistical projects. Control section projects to assure proper utilization of individual skills and backgrounds. Assigns work to employees based on selective consideration of difficulty of assignments; available, and similar factors. Assures equitable work with managers of other divisions/branches to coordinate work related changes and assures that unit employees are kept informed as they relate to the work of the unit. Evaluates work of unit and its relationship with regard to broader programs goals/objectives and the input on such programs and makes periodic adjustments, as necessary. Be responsible for administrative and personnel management aspects of the programs assigned to the section. Plan procedures for collecting and tabulating data, recommends new or improved methods, and presents findings. Tour of Duty: Hours will be 7:00 a.m. to 3:30 p.m. Monday through Friday. Alternate Work Schedule is available. Alternate Work Schedule is an 80-hour biweekly basic work requirement that is scheduled in less than 10 days; i.e., eight 9-hour days/nights, one 8-hour day/night, and one day off. Positions may include evening or weekend work, hours will vary. Telework may be available. This job opportunity announcement may be used to fill additional vacancies. Requirements Conditions of Employment You must meet all qualification requirements by the closing date of this announcement. Candidates must clear the fingerprint process and initiate the required background investigation prior to final selection. A one-year probationary period will be required. This is a supervisory position. You must have demonstrated in your work experience or training that you possess or have the potential to develop the qualities of successful supervision. You may be required to serve a supervisory/managerial probationary period. Qualifications Basic Requirements: A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. -Or- B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. In addition to meeting the basic entry qualification requirements, applicants must have specialized experience and/or directly related education. Specialized Experience: You qualify at the grade 12 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This specialized experience must have been equivalent to at least the grade 11 level to meet the qualification requirements in the Federal Service. Examples of experience must have equipped the applicant with knowledge of statistical theories, methods, and techniques. Specialized experience includes overseeing the overall planning, direction, and execution of goals/objectives for an organization or several program segments while maintaining acceptable production goals, and meeting project deadlines. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations, (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e. bio 101, math 210, etc.), course title, number of credit hours and grade earned. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken or written documentation (documentation must be on official school letterhead) from a professor or a school official verifying the content of a course. If you do not submit sufficient academic documentation necessary to demonstrate that you meet the eligibility and minimum qualification requirements described in this announcement, your application will be deemed incomplete and you will be ineligible for further consideration for this vacancy.
