Summary This position is a Supervisory Program Specialist serving as the Chief of the Amenities Program Branch and has responsibility for providing supervision and direction to Branch staff in managing and monitoring the programs and services provided by the Branch. Responsibilities Supervises and directs the operations of the Branch by planning and assigning work to staff based on management priorities, employee capabilities, and schedules. Plans, analyzes, interprets, and evaluates amenities program operations and services to enhance their effectiveness and efficiency. Functions as Contracting Officer's Representative (COR) for contracts for the delivery of various amenities programs and services. Manages and oversees the food services program, which oversees food and concession services and facilities at the NIH, including cafeterias, snack bars, vending machines, and coffee stands. Manages and administers the NIH child and family programs, which includes management of NIH-supported childcare centers that provide day-to-day care services for hundreds of children of NIH employees. Manages and administers NIH fitness and wellbeing programs and services, which includes management of fitness centers, and sponsoring and promoting various initiatives. Manages and oversees retail and banking services, which involves collaborating with the NIH Recreation and Welfare Association to support the oversight and management of contractual use agreements. Requirements Conditions of Employment Qualifications You qualify at the GS-14 level, if you meet the following qualification requirements: You must demonstrate in your resume at least One (1) year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: managing and directing amenities programs and services for an organization; administering contracts for the provision of amenities programs and services; providing guidance to management officials on programs, policies, and procedures involving amenities programs and services; evaluating the quality, effectiveness, and customer service of amenities programs and services; coordinating with other organizations, officials, and staff on amenities programs and issues; and providing supervision and direction to other staff.
