Summary This position has been designated as an Essential Position (e.g., snow emergency days, holidays, increased security periods, national emergency). Responsibilities Serves as a Supervisor over an assigned staff of Police Officers providing training for police personnel assigned to the activity. Directs and assigns work to subordinates based on priorities, difficulty of assignments, and capabilities of employees. Provides technical oversight and gives advice, council, or instruction to employees on both work and administrative matters. Evaluates and recommends long-term goals regarding the Law Enforcement Training Program and participates in the formulation of the Annual Operating Goals and Initiatives, as well as the Annual Strategic Plan. Plays a key role with labor-intensive financial studies regarding law enforcement positions as it relates to labor funding for Police Officers, to include overtime projections. Conducts manpower analysis of Police post requirements to determine labor requirements for manning police post assignments to ensure accomplishment of required law enforcement operations. Responsible for management oversight of the Emergency Communications Center (ECC) at DLA Richmond. Accountable and responsible for the ECC program’s internal process and administrative controls. Serves as the first line supervisor to the designated ECC supervisor. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-10 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Identifying developmental and training needs of employees, and providing and/or arranging for needed development and training. Monitoring and evaluating a police departments training program to assess effectiveness, applicability and compliance with policies, procedures, laws, and current court decisions. Planning, initiating, and/or coordinating group training exercises designed to improve the efficiency of the department and effectiveness of assigned police officers. Experience overseeing law enforcement officers. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
