About SUPERVISORY NATURAL RESOURCES MANAGEMENT SPECIALIST

  Summary About the Position: Located within the Operations and Readiness Division, Huntington District Corps of Engineers for multiple-use lake office, with extensive park facilities, recurring natural resource management activities, and high annual visitation by park visitors. Acts as advisor to the Operations Area Manager with assignments in the form of general outline of program objectives and written policies. Vacancy is located at Big Sandy Area Office, Beech Fork Lake in Lavalette WV. Responsibilities Determine and approves short and long-range objectives that serve as the principal framework for determining budget and personnel requirements for the lake. Oversees the conservation, preservation, restoration, and use of all lake natural resources. Develops guidelines, standards, and procedures for analyzing public needs, demands, site carrying capacities, and resource capabilities Supervises and/or provides oversight to a volunteer program, often integrating their work efforts with those of paid staff, contractors or other volunteer groups. Directs and coordinates the preparation of various planning documents for the lake. Identifies needs, plans and oversees all facility improvement projects consistent with the current and anticipated demands by the public, natural and cultural resources constraints and fiscal responsibilities. Rigidly enforces safety rules and regulations. Responsible for the preparation, justification, and support of budgets, obligation and expenditure schedules and spreadsheets. Plans, coordinates, assigns work to subordinates, and determines work schedules and priorities Advises subordinates on administrative matters and determines training needs, developing Five-year Individual Development Plans. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Education: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes biological practices, principles and techniques related to administering, planning and implementing environmental, recreational and natural resource management activities at a water resources project. Should have knowledge and experience with natural resource management related laws, policies and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Financial Management Interpersonal Skills Managing Human Resources Natural Resource Management Program Outreach Teamwork Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
