  Minimum Qualifications NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS:Either 1:60 semester credit hours* including or supplemented by 15 semester credit hours* in computer science;Or 2:One year of experience in information technology.Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.   Duties Description The Office of Strategic Planning and Innovation (SPI) performs management activities designed to set priorities, focus energy and resources, strengthen operations, and ensure that employees and other stakeholders are working together to achieve measurable results. This office is providing project oversight for several initiatives that will transform the way the Department delivers services to partner agencies and to the public, and this position will play an important role in ensuring the success of these modernization efforts. The Department of Civil Service is seeking multiple Information Technology Specialist 1 positions within the Division of Strategic Planning and Innovation to support the Service Continuous Recruitment Initiative. This initiative aims to increase the capacity for Civil Service to continue creating a diverse and inclusive workforce by eliminating barriers to entry for civil service jobs and meeting jobseekers where they are. By offering exams more frequently, using a multi-pronged approach that mixes online exams with the ability for jobseekers to take these exams in person throughout the week at dedicated testing centers, the Department will be able to better meet the needs of our partner State agencies while at the same time making exams more convenient for all New Yorkers. This initiative holds the potential to transform and modernize the way New York State recruits and retains talented and diverse individuals into the State workforce for generations to come. Under the direction of an Information Technology Manager 2, the incumbents in this position will support the technology needs of Civil Service while working towards the successful completion of Department modernization efforts. Duties of this position include, but are not limited to, the following:• Appling technical skills to document existing systems pertaining to Civil Service modernization efforts.• Providing recommendations for maintenance of and upgrades for Civil Service technology infrastructure.• Preparing implementation plans and identify resource requirements for upgrades.• Coordinating installation and configuration of new software releases with NYS ITS.• Participating in business process re-engineering discussions, documenting requirements to develop data conversion programs and transition processes as they relate to modernization efforts.• Performing system design analysis, developing requirements for custom application code, creating system test plans, executing user acceptance testing, and assisting with end user training related to new or existing technology systems.• Monitoring operation and performance of IT computer systems, including new and existing technologies.• Identifying problems and resolving system malfunctions.• Maintaining existing IT software/hardware components and assess the need for new and revised IT software/hardware components. • Working collaboratively with ITS to define and implement appropriate technical solutions.
