About Supervisory Health System Specialist

  Summary The incumbent oversees the daily operation of GOA, OIG and OAWP employees; ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates. The incumbent is responsible for managing these employees, providing functional guidance to GOAL employees, and for coordinating GAO, OIG and OAWP reviews from preliminary research through issuance of reports assigned. This Supervisory Health System Specialist incumbent provides technical and administrative supervision to no more than five GOAL employees at the GS-13 grade or below. The incumbent oversees the daily operation of these employees; ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates. The incumbent gives advice, counsel, and instruction to employees on both work and administrative matters. The incumbent hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases. The incumbent interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority. The incumbent carries out Equal Employment Opportunity policies and program activities. Incumbent is responsible for providing oversight of contractors dealing with officials of other organizations with equal or greater rank/grade, assuring equity of standards and rating techniques of contractor completed work, direction of multimillion-dollar program segments and resolving work related problems. The scope of work is system wide. The incumbent must provide direct leadership and guidance to identify when additional information is needed to address a specific issue and to develop resources to get that information. The incumbent will be expected to exercise initiative and to collaborate effectively with complex and competing activities. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: INDIVIDUAL OCCUPATIONAL REQUIREMENT - Applicants must meet one of the below requirements for the Health System Specialist 0671 occupational series. Individual Occupational Requirements are used in conjunction with a group coverage (generic) standard. Applicants who do not meet the individual occupational requirements are ineligible for further consideration. Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Experience - Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for In-service Placement - Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the Individual Occupational Requirement as listed above, applicants must also meet the Specialized Experience, which is experience that is directly related to that of the position. SPECIALIZED EXPERIENCE GS-14: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience for this position include but are not limited to: Experience overseeing daily operations, ensuring that agency policies and procedures are being followed, developing performance standards, and evaluating work; Ensuring that performance guidelines, expectations and appraisals are communicated clearly through the formal employee performance management system; Experience resolving minor complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisors or managers; Provides information on United States GAO, VA OIG national reports, and information on OIG's Comprehensive Healthcare Inspection Program; Experience ensuring the accuracy of information delivered including, but not limited to, technical delivery, program ownership, accountability and long-range strategic planning. You will be rated on the following competencies: Leadership Problem Solving Attention to Detail Organizational Awareness Administration and Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
