About SUPERVISORY ENGINEERING TECHNICIAN

  Summary You will serve as a Supervisory Engineering Technician in the Engineering Department, Code B250/B260, Engineer Department, Code B200, Forward Deployed regional maintenance Center FDRMC of FW DEPLOYED REG MAINT CTR DET BAHRAIN. The current workweek is Sunday through Thursday. Employees hired from continental U.S. will receive Sunday Premium Pay (computed at 25% of basic hourly rate, eight hours per week). Responsibilities You will plan work to be accomplished, sets and adjusts short-term priorities, and prepares work completion schedules. You will maintain a healthy productive work environment for all division employees, hear and resolve employee complains, refer group grievances and more serious unresolved complaints to higher level management. You will monitor and maintain technical compliance of all division work through active engagement with direct reports. You will assess impact of any one system or subsystem unit on an overall ship mission degradation and maintains awareness of operational commitments in the context of system reliability and readiness. You will promote and advances collaboration among Engineering and Waterfront Maintenance managers to provide technical solutions that address the needs of the maintenance team. You will lead strategic planning initiatives that directly support attainment of command and departmental goals. You will discuss strategic plans (e.g., software development plan, configuration management plan, supplier agreement plan) to address, coordinate, and arrange program or project activities supporting naval vessel systems. You will brief senior level leadership on system and equipment progress. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying electronic and mechanical aspects of division branch systems to analyze system and component casualties and malfunctions; 2) Supporting professional engineers in performing developmental activities to work experimental projects that are without precedent and support state-of-the-art research; 3) Evaluating data to determine acceptability of equipment modifications, validity, test procedures, and legality of operation; 4) Evaluating work performance to ensure staff selection provides optimal performance. Education There is no education requirements for this position. Additional Information (Continued): This position requires the incumbent to obtain and maintain a valid driver's license. The current workweek is Sunday through Thursday. Employees hired from continental U.S. will receive Sunday Premium Pay (computed at 25% of basic hourly rate, eight hours per week). The Office of the Secretary of Defense (Personnel and Readiness) limits the number of Bahrain based DoD personnel accompanied tours. Dependent entry approval from Commander, U.S. Naval Forces Central Command is required for all accompanied tours prior to extending the final job offer and prior to issuing Permanent Change of Station (PCS) orders. Accompanied tours are not guaranteed. Relocation expenses (i.e. PCS) for candidates outside of the commuting area are authorized in accordance with applicable travel regulations and Department of Navy policy. BAHRAIN: This is a Key/Emergency-Essential position. In the event of a crisis situation of war, the incumbent must continue to perform assigned duties to support mission requirements until relieved by proper authority. In addition, this position requires Anthrax vaccinations. The Anthrax vaccination is a series of 6 shots occurring at 0, 2 and 4 weeks; then at 6, 12 and 18 months, followed by an annual booster as long as you remain in the position. We strongly recommend that you begin the Anthrax series before arriving in Bahrain and provide a shot card or other medical verification upon arrival. If this is not possible, you will be required to report to the Branch Health Clinic to receive these mandatory vaccinations within 15 days of arrival. The Branch Health Clinic will also provide subsequent Anthrax vaccinations (to complete the series) as well as annual boosters. You may be exempt from Anthrax requirements if you provide acceptable medical documentation which provides medical justification for exemption. Please refer to the hyperlinks for additional information. Emergency-Essential Position: This position is designated Emergency-Essential (E-E). In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent, or designated alternate, may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent, or designated alternate, be removed from military recall status, and file a DD Form 2365. PHYSICAL DEMANDS Work is normally performed in an office environment and is generally sedentary; however, some walking, climbing of steps and standing is required such as to interface with offices other than the incumbent's place of work. Visits to ships, dry docks, piers, or work areas are required for information gathering problem resolution, inspection or certification. On occasion, shipboard work of a technical nature may be required of the incumbent to meet urgent shipboard mission demands. Because of necessity to travel some disruption of work and sleep routine may be encountered. Travel may be by commercial or military aircraft, train, ship, boat, or vehicle and be required with little advanced notice. WORK ENVIRONMENT Work is typically performed in an adequately lighted and climate-controlled office where normal safety precautions for an office are practiced. The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices and meeting rooms. However, the incumbent may be expected to work in less comfortable environment (i.e. attend lengthy meetings, reviews, conferences, and visits to off-site facilities). These responsibilities may require travel approximately 20% of the time. Work site visits may be required on board naval vessels, in dry docks, dockside, pier side, or in industrial areas where production work is underway. Work performed in these areas is usually dirty and sometimes exposes personnel to adverse weather, heat, cold, wetness, smoke, fumes, weld flash, noise, open flame, sparks, lubricants, operating machinery, and hazardous materials. These work site visits may requiring the wearing of applicable safety equipment to include hard hats, safety glasses, safety shoes, and occasionally protective clothing, gloves, respirators, masks, goggles, shields, ear plugs, or other hearing protection. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily. Additional documentation may be required prior to granting preference. Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member. PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation. ICTAP Applicants: To be considered well-qualified and exercise selection priority as an ICTAP candidate, displaced Federal employees must satisfy all qualification requirements for the position and receive a rating in the highly qualified category (score 85) or higher. ICTAP candidates must provide copies of all of the following documentation at the time of application: 1) agency notice; 2) most recent performance appraisal; and 3) most recent SF-50 or notification of personnel action that includes position, grade level, and duty location.
