Duty Location: Boise, Idaho Responsibilities Manages the CPN Region's Safety of Dams Office. Represents the CPN Region in the development of Safety of Dams and Emergency Management policy, directives, standards, and guidance. Coordinates with dam safety officials from other state and federal agencies. Evaluates environmental documents, public input, hazard assessments, and social factors in determining dam safety actions. Formulates appropriated budget requests for prioritized program activities essential to achieve the Dam Safety Program goals and objectives. Analyzes and evaluates the need for risk reduction actions to Reclamation's dams. Coordinates with stakeholders and Reclamation management on the impacts to safety and risk of Reclamation's dam portfolio. Coordinates with staff on Corrective Action Alternative Studies (CAAS) and Issue Evaluations (IE) of high hazard dams. Guides management in effectively implementing IEs and CAAS to understand and mitigate the risk of dam failure. Requirements Conditions of Employment You must be a U.S. Citizen or U.S. National. You may meet this requirement by (A) or (B) below: (A) You possess a degree in Engineering. (NOTE: Transcripts must be submitted with your application.) To be acceptable, the program must either: Lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR (B) You can qualify by providing documentation of one of the following: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or current licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico; or Successfully passing the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, which must include the courses specified in paragraph (A)(2) above; or A bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, provided you also have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. In addition to the basic education requirement, in order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience (1) providing technical review and approval of dam safety programs and processes including state-of-the-art repair techniques; and (2) coordinating and overseeing engineering projects or programs, using performance metrics to identify program improvements; and (3) communicating program changes and issues to internal and external stakeholders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Selective Placement Factor: This position requires a current, valid Professional Engineering License. Education This position does not allow substituting education for experience. This position has a mandatory education requirement.
