About SUPERVISORY BUDGET ANALYST

Summary The primary purpose of this position is to serve as the Chief, Strategic Integration Branch, with responsibility to provide expertise and direction on the Department of Defense Planning, Programming, and Budgeting System, to develop the USSOCOM Investment including Military construction Budget Estimate Submission and Investment/MILCON President's Budget Submission and articulate the special operations programs within the DoD Comptroller system, and etc. Responsibilities Plans, organizes, and directs the activities of Strategic Integration, ensuring that the Investments Directorate complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and acquisition program budgeting objectives. Exercises supervisory personnel management responsibilities. Performs supervisory personnel management responsibilities for a staff of four civilians (GS-13 Budget Analysts). Represents SOFM Strategic Integration Division with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationship with OSD Comptroller, JCS, the Assistant Secretary of Defense (Special Operations Low Intensity Conflict), SORDAC, USSOCOM Component Comptrollers and other HQ SOCOM staff elements. Represents the Center, Comptroller, and USSOCOM in decision meetings and conferences relative to investment budgeting and execution at DoD, Joint Staff and other service forums. Serves as a member on multiple USSOCOM committees and other levels of committees, working groups, and panels. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of the concepts, principles, practices, laws, and regulations of budgeting and/or financing; and the financial and budgetary relationships between subordinate and most senior levels of financial management and budgeting within the employing entity and/or between the organization and programs of other Federal, State, and local governments, and private industry to integrate budgetary requirements and needs. Skilled in analyzing budgetary relationships and developing recommendations for budgetary actions (e.g., requesting allotments or reprogramming funds among object classes) under conditions of time pressure and uncertainty due to: short and rapidly changing program and budgetary deadlines and objectives; gaps and conflicts in program and budgetary information; lack of predictive data; conflicting program and budgetary objectives; and changing guidelines for the work. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Title X authorities; the Department of Defense (DoD) Planning, Programming, Budgeting, and Execution System (PPBES) nod associated directives; the legislative budgeting process; and the DoD acquisition process. Knowledge of the DoD organizations involved in the PPBES and the acquisition process, as well as the congressional committees involved in budgeting and execution of MILCON, procurement and RDT E appropriations. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organizes, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain relationships with key individuals/groups outside immediate work units. Ability to advise and accomplish work through others PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
