About Supervisory Attorney Advisor (Deputy Assistant General Counsel)

  Summary This position is located in the Department of Housing and Urban Development, Office of General Counsel. Responsibilities As a/an Supervisory Attorney Advisor (Deputy Assistant General Counsel), you will: Focus on servicing, claims, property disposition, asset sales, preservation, and related matters, incumbent must remain aware of and maintain a general working knowledge of legal issues pertaining to loan origination matters. Supervise all matters handled by the Division in the absence of the Assistant General Counsel Provide and supervise the provision of expert and sensitive legal counsel to many parties. The incumbent's responsibilities include providing legal advice and assistance on matters handled by the Division pertaining to servicing, loan management, claims, asset sales, preservation, and disposition of Secretary-held mortgages and HUD-owned properties. Provide oral and written advice interpreting and applying statutes and regulations, and these advisories and options generally have the effect of broadening or restricting the Department's activities. The insurance programs affected by incumbent's activities involve billions of dollars annually, represent a significant portion of the servicing of multifamily mortgages in this country, and are of great importance to the mortgage finance industry. As a result, incumbent's interpretations have a significant effect on mortgage bankers, investors, State housing agencies, and other public and private interests. Originate and supervise correspondence providing legal advice, and originates correspondence for signature by the General Counsel and other senior counsel in the Office of General Counsel. The advice provided in this correspondence is frequently complex and precedent-setting. The advice may be issued to Departmental administrators in Headquarters or Field Offices, other Departments and agencies of the United States Government, to State and local officials, Congress, and to the public. Of particular importance, incumbent prepares advice on extremely complex and difficult issues which arise concerning servicing, loan management, payment of claims, and property management under the statutes and regulations implementing the statutes as well as other legislation. A thorough understanding of the statutes, regulations issued pursuant to the statutes, and procedures pertaining to the Department's multifamily mortgage and loan insurance programs is required in order to eliminate unnecessary and repetitious research or. many questions, and on occasion to avoid delay in problem-solving that could be costly or embarrassing to the Department. The incumbent's decisions or opinions significantly affect the functioning of public entities, the housing industry, and the financial investments and property interests of private and public entities. Hence, it is crucial that the incumbent rapidly and accurately address the issues presented for resolution. Requirements Conditions of Employment The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal. Key Requirements: Must be U.S. Citizen or U.S. National. A 2-year trial period is required. (unless already completed) Must successfully complete a background investigation. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. Obtain and use a Government-issued charge card for business-related travel. File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on. This requirement is applicable for GS-15 attorney position(s). Please refer to "Additional Information Section for additional Conditions of Employment." Qualifications You must meet the following requirements by the closing date of this announcement. Basic Requirements: Applicants MUST: (1) be a graduate of an accredited law school with an LL.B. or J.D.; (2) be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico; and (3) meet all specialized experience requirements as described in the vacancy announcement. AND Specialized experience for the GS-15 include: For the GS-15: You must have one year of specialized experience at the GS-14 grade level or equivalent in the Federal service. Specialized experience for this position include: Experience as a supervisor or team lead in multifamily mortgage financing or insurance programs; residential care facilities, hospital financing or healthcare insurance programs; or commercial real estate transactions and providing oral and written legal opinions on one or more related disciplines (federal, state and local housing programs, real estate laws municipal and private financing, creditors rights, administrative law, bankruptcy, or federal litigation practice relating to housing or real estate finance); OR Demonstrated legal knowledge of, and experience with multifamily mortgage financing or insurance programs; residential care facilities, hospital financing or healthcare insurance programs; or commercial real estate transactions and providing oral and written legal opinions on one or more related disciplines (federal, state, and local housing programs, real estate law, corporate finance, bankruptcy, or federal litigation practice relating to housing or real estate finance); AND Experience analyzing and interpreting federal, state and local laws and regulations affecting real estate and housing laws such as regulations impacting municipal corporations, municipal and private financing, creditors rights, administrative law, corporate finance, or bankruptcy), providing effective legal advice on complex and novel issues, managing a heavy workload and developing and maintaining highly collaborative and productive working relationships with clients, other agencies and stakeholders, and the public. For the GS-15, you must: Have a professional law degree (LL.B. or J.D.), plus five (5) years of professional legal experience, at least one of which must be specialized experience at a level of difficulty comparable to the GS-14 level in the Federal service. OR Have a second professional law degree (LL.M.) plus four (4) years of professional legal experience, at least one of which must be specialized experience at a level of difficulty comparable to the GS-14 level in the Federal service. OR Have a first professional law degree (LL.B., or J.D.), plus superior law student work (academic standing in upper 1/3 of the law school graduating class, high-level honors for academic excellence in law school, winning of a moot court competition with other law schools, significant work or achievement on the school's official law review, significant summer clerkship or other evidence of clearly superior achievement) plus four (4) years of professional legal experience, at least one of which must be specialized experience at a level of difficulty comparable to the GS-14 level in the Federal service. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education Attorney positions do have an education requirement. Applicants must be a graduate of an accredited law school with an LL.B. or J.D. For positions with an education requirement, you MUST submit a copy of your transcripts or equivalent. An official transcript will be required if you are selected. In addition you must provide proof of bar or your bar number in the vacancy questions. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
