Job Summary
Reporting to the Business Transformation and Change Manager, the Supervisor Training & Compliance will lead the development, implementation, and evaluation of a robust training plan for staff in Parks, Forestry and Recreation (PFR) and Economic Development and Culture (EDC) on a new online registration and booking system.
The Supervisor Training & Compliance will support the Registration and Booking Transformation Project (RBT) by providing advice, overseeing, and coordinating section and divisional initiatives and projects related to training and development. The incumbent will provide strategic advice, learning/eLearning solutions, implementation approaches, analysis, and program delivery leadership to meet the continuous improvement model of the RBT Project.
The incumbent will assume the lead role in the development and application of technology to address complex learning needs, leadership development, compliance training, and staff development and education. The incumbent will provide leadership through the full training cycle, which involves needs analysis, learning solutions design, curriculum development, and implementation and evaluation strategies.
Major Responsibilities:
Plans, develops and delivers training to support quality client service, advance professional development, and ensure compliance with applicable program, service, and legislative requirements, directives, and mandates.
Develops and conducts training evaluations and related activities e.g., focus groups, surveys, questionnaires, and analyses data to improve staff’s knowledge, skill acquisition, and technical training; measures staff learning and increase in knowledge from the training and reviews behavioral change and performance improvement after applying skills/training.
Leads team of training developers and trainers in the management of the training portfolio
Motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
Work collaboratively with team and stakeholders to support the development of procedures to reflect processes, workflows, and requirements.
Implements detailed plans and recommends policies/procedures regarding program specific requirements.
Creates sector, divisional, sectional, and/or unit specific learning content for a variety of delivery methods including instructor led classroom training, eLearning, multimedia programs, learning guides and WebEx virtual training and other computer-aided instructional technologies.
Supports the division in improving job performance through training solutions and to mentor frontline supervisors to support them in coaching their staff.
Regularly reviews and updates training materials to ensure up-to-date, relevant content that effectively and efficiently addresses divisional operational requirements and enables learner engagement.
Models’ leadership behaviours in the workplace and in the classroom and influences staff to demonstrate corporate values, climate, and tone; creates and maintains a positive and professional learning environment.
Deals with confidential and sensitive information affecting staff, operations, resources, and finances related to divisional processes, functional policies, programs, strategies and investigations of a confidential nature.
Engages vendors and monitors vendor performance to ensure services are carried out in accordance with the specified terms and conditions.
Prepares various formal project documents such as Requests for Information, Proposals, Quotations, Statements of Work and Service Level Agreements as required.
Leads the development of training curricula and tailored course plans to address the learning goals and objectives of the Division's various stakeholders.
Informs and educates managers and business users on the potential of learning and eLearning, related technology trends, the effective use of eLearning business and technology solutions through various types of information/education sessions and demonstrations (e.g., online workflows, portal technology, system connectivity, data etc.).
Develops and maintains a quality assurance framework and administers monitoring/tracking mechanisms for the purpose of regulatory reporting, continuous improvement and document and records management.
Conducts needs assessment to identify performance gaps, gathers requirements and data to identify performance issues and potential causes, articulates measures of success and expected outcomes.
Stays abreast of current learning technology (formal, informal, social learning, eLearning) and industry best practices; researches and identifies a wide range of emerging eLearning issues, evaluation strategy, and implementation approaches applicable to the TPS environment.
Ensures all training provided to divisional staff is documented in the City’s online learning inventory, ELI; ensures divisional training is also captured for all staff in ELI Monitors and maintains training records for the division’s staff and provides the project team and divisional leadership teams regular updates.
Ensures resolution of training support cases related to programs operated by the Division.
Key Qualifications:
Post-secondary education in Adult Education, Educational Technology, or Instructional Design or the equivalent combination of education and related experience.
Considerable experience identifying training needs and conducting research to develop training.
Considerable experience designing, developing, and delivering a variety of training courses, programs, and curricula to diverse and large audiences (e.g., instructor-led in class sessions, webinars, self-directed; e-learning, reference guides, presentations, etc.) utilizing instructional design methodologies and adult education principles which support diversity and accessibility.
Experience supervising or manager staff (e.g. leading, motivating, monitoring and evaluating performance), in a unionized environment.
Experience with applications/systems including eLearning development tools such as Articulate Storyline, Captivate, graphic (e.g., Photoshop), audio and video editing tools (e.g., Adobe Audition, Adobe Premiere Pro, Adobe Media Encoder), digital learning platforms and SAMs to create and develop training would be an asset.
Ability to lead workgroups and/or supervise in a unionized environment.
Experience with CLASS or ActiveNet an asset.
Excellent communication and organization skills.
Experience in learning/eLearning needs analysis, design, development, implementation, and evaluation.
Experience with Learning Management System functionalities and standards (such as SCORM, AICC, etc.) an asset.
Experience in the roll-out of large scale, enterprise-wide or cross divisional learning/eLearning programs and initiatives.
Extensive knowledge of Microsoft Office products in order to create reports, spreadsheets, presentations and exams (e.g. Word, Excel, PowerPoint).
Ability to engage and collaborate effectively with internal partners/stakeholders and to provide learning advice and counsel.
Knowledge of eLearning standards and best practices (such as accessibility) as well as emerging learning technologies (e.g. social learning, eLearning, blended learning).
Strong project management skills with ability to work in a fast-paced environment, managing changes and competing priorities.
Knowledge of the Ontario Occupational Health and Safety Act, the Accessibility for Ontarians with Disabilities Act, and Collective Agreements.
